Key Responsibilities:
Develop, manage, and monitor project budgets and forecasts.
Implement cost control measures to ensure projects remain within financial limits.
Prepare accurate quantity take-offs and BoQs from drawings, specifications, and tender documents.
Validate BoQs for tendering and execution.
Prepare tender documents and evaluate subcontractor/supplier bids.
Negotiate contract prices, terms, and conditions.
Oversee interim and final payment certifications.
Process subcontractor bills, supplier invoices, and client billing.
Manage procurement activities including vendor selection and rate negotiations.
Monitor supplier contracts, delivery schedules, and material reconciliation.
Conduct cost analysis and prepare budget variance reports.
Provide periodic financial and progress reports to management and clients.
Ensure adherence to statutory regulations, safety standards, and contractual obligations.
Maintain proper documentation for audits and client compliance.
Conduct regular site visits to verify work progress and measurements.
Identify cost-saving opportunities without affecting quality.

Qualifications and Requirements
Bachelor's degree in
Quantity Surveying, Civil Engineering, or a related field
.
Minimum
7+ years of proven experience
in quantity surveying, billing, and cost management within the construction/infrastructure industry.
Strong knowledge of
BOQ preparation, tendering, contracts, and billing procedures
.
Proficiency in
MS Excel, AutoCAD
, and QS software such as
Candy, CostX, or similar
.
In-depth understanding of
construction practices, technical specifications, and vendor coordination
.
Strong
analytical skills
with the ability to monitor project costs and identify variances.
Excellent
communication, negotiation, and interpersonal skills
for effective collaboration with clients, suppliers, and project teams.
Ability to
lead and mentor junior QS staff
and manage a team effectively.
Strong
reporting and documentation skills
with attention to detail.
Willingness to work at both
