Programme Management
Responsible for the leadership of approximately 4- 6 projects in respective region
Oversee the end to end delivery of projects; from initiation through to PED to delivery and closure
Provide programme management support to Cluster / Country Heads of Property
Ambassador for the client's project management system; Clarity
Manage the reporting cycle for respective region
Ensure the timely update of cost, schedule, benefits, risk and issues by Project Managers
Business Case Development
Support the PMO Strategy Manager in the creation of project strategies and project execution documents (PEDs)
Support the strategy manager by facilitating Project Working Groups with critical Property team members to develop a clear and coherent business case
Endorse PEDs for approval through Regional Property Forum, Project Steering Committee and Property Programme Governance
Mobilising the project
Upon approval of business case support Cluster / Country Heads of Property to:
Appoint PM, QS, Interior Designer and Change Manager in conjunction with Supply Chain Management (except in Asia which is lead by Procurement Manager)
Mobilise the project with the appointed Project Manager and project team by providing training and development
Ensure the full handover of the project to appointed Project Manager
Provide training and development to Lead PM and QS for retention and dissemination
Ensuring the appointed PM team have provided sufficient internal training, identifying potential areas for further development and providing constructive feedback
Act as the conduit for Project Managers into SCB Property, escalating risk and issues at a programme level
Governance
Enforce the cadence of the PMO governance and assurance 'Drumbeat'
Establish weekly project working groups and represent after handover to PM
Ensure governance alignment of project (PSC), programme (PPG) and portfolio (MPR)
Prepare and implement an annual governance and assurance programme, outlining:
+ Dates for all Project Steering Committee (PSCs) for the year ahead
+ PSC pre-reviews prior to final meet with Regional Head of Property
+ Attendance and leadership at PSC meetings
Assurance
Assure projects adheres to the Project & Design Management (P&DM1) process
Assure PSC documentation (minutes, presentations) are stored centrally
Ensure communication of all change requests, risk and issues to Regional PMO Lead
Provide independent assurance by conducting the PMO 3 lines of assurance:
+ 1st line Bi-Weekly Assurance
+ 2nd line Control Reviews
+ 3rd line Phase Gate deep dive review process
Risk and Reporting
Prepare a monthly Observations Checklist, tracking progression of all project documentation and review and assurance
Ensure Project Managers are updating bi-weekly reports in line with Drumbeat and governance timetable
Regular communication and escalation of performance issues to Performance & Assurance Lead for consolidation in monthly and bi-annual reviews
Qualifications
Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field
Skilled in oral and written communication
Proficiency with PC operating systems, with proficiency in several basic software applications.
Proficiency with multiple discipline specific software applications such as Primavera (P6) and Microsoft Office Applications, for example Intermediate level of knowledge of engineering, procurement, contracts, construction, and start-up work processes.
Knowledge of engineering and construction management.
