Who are we looking for?
We are looking for a dynamic Senior Program Manager with at least 5 years of experience in consulting, government, or technical education sectors. The candidate should demonstrate strong leadership, people management, hands-on program management experience, and oversee complex, multi-stakeholder initiatives. Excellent communication skills, robust analytical ability, and proven project management expertise are essential. A data-driven mindset and a deep commitment to social impact in the education sector are highly valued.
About the Program:
The Education Alliance (TEA) leads two complementary initiatives in Punjab to transform skill education and employability skills amongst young people. These programs collectively enhance Punjab's skilling ecosystem by bringing reforms to government Industrial Training Institutes (ITIs) and expanding vocational pathways in government schools through the Hunar Sikhiya Schools initiative for Grades 11-12.
The ITI reform program, implemented via a Project Management Unit with the Department of Technical Education & Industrial Training, aims to upgrade 11 ITIs near industrial hubs into Centres of Excellence by improving infrastructure, teaching quality, industry relevance, and placement support.
Hunar Sikhiya Schools (HSS) focuses on embedding job-ready, industry-aligned vocational curricula in 40 schools covering all districts across the state, strengthening teacher capabilities, and fostering strong school-industry linkages to prepare students for meaningful careers. This integrated effort supports Punjab's economic growth by building a proactive, high-quality vocational education pipeline.
About the Role:
Key Responsibilities:
On-ground implementation and monitoring
Work with the Program Lead and Program Managers to create and drive strategy on the ground.
Coordinate with partners (government officials, TEA team, partner organizations, etc.) to deliver on program objectives.
Enable implementation partners, including government officials, to meet outcome, budget, and timeline targets.
Ensure availability, timely deployment, and efficient utilization of resources
Identify operational bottlenecks and weaknesses, wherever applicable, and devise work around strategies
Track program progress on key indicators according to the M&E framework
Ensure the quality of documents prepared by TEA team members, including reports, presentations, proposals, etc.
Travel across districts in Punjab to support project implementation.
Communication & Documentation
Documentation and communication related to program achievements/outcomes and program implementation through concept notes, presentations, reports, approval letters, etc.
Documentation on on-ground learnings and knowledge received from external partners to support TEA's internal capacity/knowledge building
Support program strategy and approach
Support Program Lead and external partners' team on inputting into the state program strategy and creating an action plan for state transformation based on on-ground learnings
Conduct research and analysis (both quantitative and qualitative) to develop the team's understanding of system problems, evidence-based solutions, and innovations in the sector
Design an M&E framework with clearly defined performance indicators, targets, and milestones
Skills and Qualifications
Bachelor's or Master's degree with at least 5 years of work experience in consulting/government/education sectors
Strong communication skills (both written and verbal), experience in documentation, writing reports, proposals, and presentation skills in English. Verbal and written proficiency in Punjabi is desirable.
Analytically strong, with an ability to understand, work with, and draw insights from data; familiarity with data analysis tools
Ability to coordinate between and build relationships with various stakeholders within the government and with partner organisations
Ability to work in a high-paced environment, and maintain a flexible work schedule to accommodate multiple simultaneous projects
Strong project management skills - prioritisation, setting goals, assessing progress and course-correction
Previous experience of on-field/district-level work is preferred
Demonstrated commitment to social impact/prior experience working in the social sector.
