Senior HR Manager - Field HR, Admin & Welfare Operations
Qualification:
Graduate / Postgraduate in HR, Labour Welfare, or Personnel Management
Language Preference:
Must be fluent in Odia, Hindi, and English
Industry Background:
Mandatory experience in mining, metal, or industrial environments
Mandatory Eligibility Criteria
Only candidates with mining and heavy industrial background will be considered.
Must have handled large workforce including contract labour and field-level operations.
Should be extremely disciplined, honest, loyal, ethical, and dependable.
Must be strong-minded and able to handle labour pressure and tough site situations.
Should be field-ready and comfortable working across multiple plant and mine locations.
Must have clear documentation skills, good judgement, and firm implementation ability.

Key Responsibilities
1. Joining, Induction and Onboarding
Conduct complete induction and orientation for all new employees, workers, and staff
Maintain joining records, ID card issuance, and safety kit distribution
Ensure every new joinee understands company rules, work hours, and code of conduct
2. HR Administration and Compliance
Maintain updated employee records and personal files (both physical and digital)
Track contract periods, wage structures, attendance sheets, and manpower deployment
Liaise with Head Office for payroll, PF / ESI, statutory compliance, and HR MIS reports
3. Attendance, Leave and Wage Support
Monitor daily attendance of all workers, staff, and contractual labour
Maintain leave registers and absentee tracking
Finalize accurate attendance sheets for monthly payroll inputs
4. Worker Welfare and Grievance Redressal
Ensure availability of drinking water, first aid, rest areas, and sanitation
Regularly engage with workers to address any concerns
Run grievance redressal mechanisms and maintain a feedback register
5. Safety, PPE and Emergency Readiness
Coordinate safety briefings, toolbox talks, and fire/safety drills
Monitor the issue and usage of safety PPE kits at all sites
Ensure emergency vehicles, first aid, and safety equipment are always available
6. Canteen and Mess Supervision
Monitor food quality, kitchen hygiene, and staff behaviour in canteens
Track grocery and utensil stock, cooking schedules, and helper duties
Address staff feedback on meals and make improvements
7. Colony, Guest House and Staff Quarter Management
Allocate staff quarters and maintain updated allotment registers
Monitor day-to-day repairs, plumbing, electricity, pest control, and cleanliness
Oversee the GMO Guest House and ensure it is ready for visitors at all times
Supervise caretakers and keep guest house records up to date
8. Sanitation and Housekeeping
Supervise cleaning staff across colonies, plants, offices, and washrooms
Ensure daily cleaning schedule is followed and supplies are stocked
Conduct surprise checks to maintain cleanliness and discipline
9. Manpower Planning and Labour Coordination
Plan manpower as per daily and monthly operational needs
Maintain list of available casual labour for urgent deployment
Coordinate labour distribution in discussion with Site Incharges
10. Enforcing Discipline and Ethical Conduct
Maintain a zero-tolerance policy towards misbehaviour, absenteeism, or misconduct
Educate workers against gossip, alcohol, abusive language, or dishonesty
Ensure respectful, clean, and disciplined behaviour across all levels
11. Community Relations and Local Issue Handling
Act as the first point of contact for village-level concerns or labour issues
Attend local meetings when required and coordinate with local leaders
Maintain peace, trust, and smooth relations with the local community
12. Resource Gap Identification & Hiring
Continuously monitor workforce strength, skill shortages, and productivity gaps
Identify vacant or underperforming roles across mines, plants, offices, and colonies
Proactively source, interview, and select experienced candidates to fill critical roles
Coordinate with HO for onboarding, approvals, and offer letters
13. Employee Conflict Resolution & Harmony Building
Mediate and resolve disputes or misunderstandings between workers or staff
Build a culture of mutual respect, teamwork, and proper workplace conduct
Maintain confidential records of conflicts and follow-up resolutions
Conduct team-building activities to improve bonding and reduce friction
Accommodation & Facilities
The company will provide free accommodation at the Rayagada Guest House, with furnished rooms, water, electricity, and basic housekeeping.
Local travel for site visits will be arranged and supported by the company.
Ideal Candidate Profile
Minimum 20 years of experience in HR, including at least 10 years in mining or industrial environments
Must be well-versed in computers, including MS Word, Excel, PowerPoint, and Email
Should be comfortable with video conferences, virtual meetings, and digital coordination
Strong knowledge of labour laws, PF / ESI, contract worker regulations, and industrial discipline
Physically and mentally fit to handle rural site operations and long working hours
Capable of building trust, solving conflicts, and taking firm decisions under pressure
Should be reliable, action-oriented, documentation-friendly, and people-focused
