For more information, please visit the website www.phfi.org.Deliverables:The Senior Finance Manager (SFM) - IIPHD is responsible for the day-to-day financial operations at the Institute. S/he plans, organizes, directs, and is responsible for providing quality financial services to all projects, units and staff in the Institute. S/he works closely with the Director - IIPHD and other Senior Management to ensure that a partnership is developed between Finance, Program and Administration. S/he assumes overall responsibility for implementation of donor rules and regulations at the Institute.The role of the SFM is to ensure accurate and optimal financial planning, implementing and monitoring of the Institute/ Project activities in accordance with financial policies and generally accepted accounting principles. S/he should ensure maximum efficiency and effectiveness in financial performance and reporting of the operations to Director \xe2\x80\x93 IIPHD. The SFM pro-actively monitors financial results and brings potential and real financial issues, risks and opportunities to the attention of the senior management.The position holders profile includes: strong accounting and finance knowledge, analytical skills, attention to details, ability to work effectively under time pressure, very strong business partnering skills with ability to influence senior staff, team player, proactive individual with ability to offer structured guidance, ability to ensure that the right priorities are set for the Institute\'s finance team, proven experience of training finance and non-finance staff, proficiency in English and communication.Key Responsibilities:Planning and Budgeting:

  • Establish and implement a planning & budgeting function at the Institute resulting in financial resources being planned and expended in the most efficient way for realizing individual project/program in a cost-effective manner, while ensuring compliance with internal and external regulations.
Monitoring and Analysis:
  • Monitor performance of activities under various projects/programs in financial terms and analyze them Vis a Vis budgets, forecasts, donor and organizational constraints and other internal and external changes. Develop and implement a system of information sharing to bring potential and real financial issues, risks and opportunities to the attention of the senior management.
Financial Reporting:
  • Supervise Finance section and ensure financial transactions are recorded in line with financial system requirements in timely fashion, without transgressing access rights.
  • Manage receivables and payables in line with Institute\'s guidelines and risk management procedures.
  • Oversee monthly closing, ensuring all transactions for the month are recorded.
  • In coordination with program, engage in timely preparation of budgets.
  • Ensure accurate and timely release of salary to the staff. Oversee the changes in salary and maintain consistency with payroll records.
  • Ensure preparation and availability of statutory financial records (e.g. PF, gratuity, attendance) and tax compliance.
  • Secure the proper filling and storage of all financial records
  • Liaison with Auditors\xe2\x80\xa6Donor/Internal/External as required\xe2\x80\xa6and also Bankers/Statutory authorities in the State.
  • Coordinate the Due Diligence Assessment of sub grantee partners/Partner NGOS.
  • Include in the Monthly closure line, element of yearly closure too (including Bank reconciliations on a monthly basis being supervised).
  • Obtain approvals for authorized expenditures/obligations as and when required.
Statutory Compliance:
  • Coordinate all internal and external (regulatory) compliance activities with external auditors, etc. towards ascertaining full compliance of the State Office to the best practices & norms and regulatory requirements (FCRA, etc.)
Project/Program Development:
  • Responsible for development of cost proposals for projects and providing detailed inputs in line with the State Office portfolio, cost structure, break up of components and anticipated changes to ensure enhancement of the quality of proposals and success rate of funding.
  • Cross-functional coordination with other departments.
  • Travel As Required.
  • Any other related tasks assigned by the Director -IIPH Delhi.
Qualification:Essential:
  • Master\xe2\x80\x99s Degree in Commerce/MBA in Finance /Any other degree equivalent to MBA.
Experience:Essential:
  • Around 8-10 Years Work experience in Finance.
  • Excellent written and verbal communication skill (English and Hindi).
  • Willingness to undertake project related travel and require having excellent organizing abilities.
