The Senior Finance Executive is responsible for managing and supervising all finance and accounts functions for the organization, with a special focus on compliance and reporting requirements in the City Gas Distribution (CGD) sector. This role ensures accurate financial records, statutory compliance, budget control, and provides financial insights for strategic decision-making. The incumbent will oversee OPEX and CAPEX planning, regulatory compliance (PNGRB guidelines), and lead the accounts team to maintain high standards of financial discipline.
Key Responsibilities:
Financial Accounting & Control:
Oversee day-to-day accounting operations including accounts payable, receivables, bank reconciliations, and general ledger management.
Ensure accurate booking of revenue, expenses, and capitalization of assets as per company and statutory norms.
Financial Reporting:
Prepare monthly, quarterly, and annual MIS reports, financial statements, and cash flow statements for management review.
Ensure compliance with IND-AS, Companies Act, and internal policies.
Budgeting & Forecasting:
Coordinate preparation of annual budgets for OPEX and CAPEX in alignment with project and operational requirements.
Monitor actual vs. budgeted expenses, perform variance analysis, and recommend corrective measures.
Regulatory & Statutory Compliance:
Ensure timely filing of GST, TDS, Income Tax returns, and adherence to PNGRB (Petroleum and Natural Gas Regulatory Board) and other sectoral guidelines.
Maintain proper documentation for statutory inspections and regulatory audits.
Project Costing & Control:
Monitor project-wise cost allocation, maintain proper WIP (Work in Progress) records, and support project cost optimization.
Provide financial support for feasibility studies and ROI analysis for new projects.
Audit Coordination:
Facilitate internal, statutory, and regulatory audits.
Address audit observations and implement corrective actions for process improvement.
Cash Flow & Treasury Management:
Monitor cash flow and working capital requirements to ensure timely availability of funds.
Coordinate with banks and financial institutions for fund management, term loans, and project financing requirements.
Team Leadership & Process Improvement:
Supervise and mentor the finance/accounts team to ensure accuracy, compliance, and efficiency.
Develop and implement SOPs for finance processes and strengthen internal controls.
Strategic Financial Advice:
Partner with senior management to provide insights on cost optimization, regulatory impact, and financial risk management.
Support decision-making for expansion projects, vendor negotiations, and contract finalizations from a financial perspective.
Required Qualifications:
Educational Qualification:
Bachelor's degree in Commerce, Accounting, or Finance (B.Com/M.Com/MBA - Finance preferred).
Professional Qualification (Preferred):
MBA Finance OR M.Com with relevant experience
Experience:
4-7 years of experience in finance & accounts,
preferably
in the CGD, Oil & Gas, Power, or Infrastructure sector.
Hands-on experience in regulatory compliance, and financial reporting.
Skills:
Strong understanding of accounting standards (IND-AS/GAAP), taxation laws, and PNGRB regulations.
Proficiency in ERP/accounting systems (Tally Prime, SAP, or equivalent).
Excellent analytical, problem-solving, and team management skills.
Ability to work under deadlines with high attention to detail and integrity.
