JOB PURPOSE

The purpose of the Bird Aircraft Strike Hazard management division under Group Safety division is to provide high quality operations environment for the smooth flying operation free from bird/wildlife hazard over the airside of the Bangalore International airport Limited complying with standards stipulated in International Civil Aviation Organization ASM Doc 9137 & 9978 & DGCA CAR CIVIL AVIATION REQUIREMENTS SECTION-4, AERODROME STANDARDS & LICENSING SERIES 'B', PART I, ISSUE II.

Accountabilities

Major Activities



Implement and demonstrate and maintain an effective wildlife control program as per the Airport wildlife control Manual/WHMP.

1. Carry our wildlife hazard control management program as per guidelines enumerated in Airport wildlife control manual/WHMP.
2. Prepare and propose of new SOPs/EOP based on the WHMPl for airport..
3. Implement of deployment requirement for bird scaring at airside.
4. Propose the requirement of insource and outsource team for the wildlife control team.
5. Explore and propose equipment/devices suitable for airport bird scaring.
6. Take care of the day to day wildlife hazard activities without impacting to operations .
7. Conduct field inspection and identify passive control assessment for the Identification of the bird hazard and the risk assessment of that hazard tailored and commensurate to the size and level of complexity at the airport.
8. Carry out deployment of manpower at the e affected area and evaluate the deployment based on the bird movement pattern.
9. Conduct assessment of the deployment based on the bird movement pattern and engage additional deployment
10. Ensure 100% deployment of manpower with bird hazing kit at the critical crossing location for bird chasing on 24 x 7 basis.
11. Compliance with all the ICAO/DGCA( Civil Aviation Regulation (CAR).

13. Conduct daily check for the deployment sufficiency and consumption pattern and propose additional requirement for consumables.
14. Analysis of consumption data and prepare monthly charts and forward it to the Manager.
15. Verify & Ensure the daily bird movement is logged and daily report/shift report generated and circulated to Management on regular basis.
16. Ensure a data base is maintained on a regular basis.
17. Preparation of various analysis based on the bird movement data.
18. Conduct induction program and awareness program to internal stake holders.

Periodical checks and feedback on Procurement process.

1. Review the daily deployment plan for the resources based on the bird movement pattern
2.Identify the deployment requirement and manage and award seamless resources to supervise the BASHM Team at airside.
2. Ensure daily check for the deployment sufficiency and consumption pattern and propose additional requirement for consumables.
3. Record all the consumption and forward monthly report to Manager.
4. Ensure daily bird movement is logged and daily report/shift report generated and circulated to Management on regular basis.
5. Ensure a database is maintained on a regular basis.
6. Preparation of various analysis based on the bird movement data.
7. Conduct induction program and awareness program to internal stake holders.
8. Review the effectiveness of the resources and propose new measures
9. Propose Capex/opex schemes for south runway requirement along with justification
10. All south runway related issues to be taken up for resolution

Inspections/Training

1. Conduct daily inspection and submit report.
2. Conduct stock verification audit and submit report
3. Conduct serviceability of devices check and report
4. Conduct asset verification check as per the asset register and submit monthly report.
5. Ensure awareness trainings are carried out to the labors as per schedule
6. Identify and prepare training requirement for the outsourced staff and propose to Manager.

Capex/opex management

1.Draft the RFP and put it up for all the CAPEX schemes with a timeline.
2. Ensure the CAPEX work are executed in line with the schedule and monitor and complete within the timeline.
3. Record all the consumption pattern and procure advance stock for deployment.
4. Ensure availability of buffer stock for one month.
5. Propose new measures for implementation
6. Maintain the consummation based on the actual proposed and achieve 100% utilization.
7. Conduct practical training to the supervisors and ground level staff regarding the deployment and safe upkeep of the equipment.

Inspections/Training

1. Conduct daily inspection and submit report.
2. Conduct stock verification audit and submit report
3. Conduct serviceability of devices check and report
4. Conduct asset verification check as per the asset register and submit monthly report.
5. Ensure awareness trainings are carried out to the labors as per schedule
6. Identify and prepare training requirement for the outsourced staff and propose to Manager.

Operation of Equipment & Effective Maintenance planning and ensure timely completion.

Knowledge about the equipment and conduct periodical practical training to the labors for the safe upkeep and maintenance.
1. Ensure all SAP order notification attended in time.
2. Ensure the equipment are sent for preventive maintenance as per schedule.
3. Identifying new areas for including in SAP PM.
4. Conduct daily inspection and check the performance and effect of bird scaring equipment.
5. Life certification and proposal for new devices.
6. Forecast budgeting for bird scaring devices
7.Process as per the procurement guidelines and initiate and complete the procurement process as per the timeline.
8.Preparation of RFP/RFQ.

Security/vigil on explosives handing

1. Monitor the custody and safe upkeep practices of LPG/crackers and other bird scaring equipment.
2. Verify proper system is followed as per SOP for issue and consumption of cracker and its custody.
3. Verify audit of all the consumption registers.
4. Monitor and conduct periodical awareness sessions to the labors activities with regards to handling and usage of crackers.
5. Conduct training for judicious use of crackers to minimize the expenditure.
6. Statutory requirement - Obtain LPG storage license for storage of LPG cylinders from Petroleum Explosives and Safety Organization.

Habitat inspection and passive control

1. Inspect & identify the areas for habitat Modification.
2. Identify the areas of attractions of the birds and apply necessary treatment methods in coordination with support services department.
3. Identify sudden increases in bird presence and deploy additional personnel to combat.
4. Participate in awareness programs.
5. Conduct survey around the airport & prepare agenda points and attend the AEMC Sub Committee Meeting.
6. Execute awareness program in coordination with Safety team around the villages to avoid & minimize bird attraction. Attend Committee Meeting.
7. Escalate the agenda points which is not resolved with the AEMC subcommittee and attend AEMC meeting.

Contract Management: Develop and monitor performance parameter measures.
Ensure compliance with Regulatory/Statutory requirements

1. Ensure compliance all labor regulations/rules.
2. Ensure the wages are paid in time.
3. Ensure proper documentation, verification and clearance of bill.
4. Ensure the authorized items as per the contract has been issued to the labors.
5.Complete any other project assigned by the management as per the timeline.
6. Conduct field inspection during the maintenance slot and ensure all the habitat measures are executed with the help of support services.
7. Preparation of Contract Evaluation and recommend for renewal/New contract requirement to Management.
8. Conduct stock verification and initiate stock procurement to ensure critical stock availability for operation.
9.Identify & Plan for budgetary requirement for the next five years.

North runway maintenance management BASHM team lead

1.Identify the areas for combing operations and conduct it and carry out the supervision of shift in charge.
2.Brief the team to take care of the reptiles and other ground mammals while carry out the activity.
3.Identify the termite infested area and take up for treatment action.
4.Identify the bald patches on runway/taxiway strips and get it rectified.
5.Conduct inspection on runway taxiway strip for grass height, grass insects' infestation.
6.Conduct treatment application before covering the entire affected area within the maintenance slot
7.Conduct rodent burrow survey on runway/taxiway strip

5.1. Education qualification and certifications
