Job Description

A Safety Officer in the fabrication industry (focusing on tanks, pressure vessels, and ISO containers) is responsible for enforcing strict health and safety protocols, conducting risk assessments for high-risk operations, and ensuring compliance with international standards (such as ASME, ISO, and OSHA) to prevent accidents during welding, lifting, and confined space activities.

Key Responsibilities



1. High-Risk Operation Supervision



Confined Space Entry:

Enforce strict permit-to-work systems for entry into vessels and tanks, ensuring proper atmosphere testing, ventilation, and emergency rescue readiness.

Lifting and Rigging:

Supervise heavy lifting operations for large vessels/containers, checking crane stability, lifting gear inspection (slings, shackles), and ensuring trained banksmen are present.

Hot Work & Welding:

Oversee welding, cutting, and brazing activities, ensuring fire watches are stationed and flammables are removed.

Work at Height:

Inspect scaffolding and ensure fall protection (harnesses) is used during fabrication of top sections of tanks.

2. Inspections, Audits, and Compliance



Daily Site Inspections:

Conduct daily walkthroughs of the fabrication floor to identify hazards such as machine guarding, improper chemical storage, or poor housekeeping.

Equipment Certification:

Ensure all lifting tools, pressure gauges, and welding machines are calibrated and hold valid certificates.

ISO & Regulatory Compliance:

Ensure compliance with industry standards (e.g., ISO 45001, ASME) and local OSHA/Factory Act regulations.

3. Risk Assessment and Management



Job Safety Analysis (JSA):

Prepare and review JSAs for all fabrication tasks, especially new or non-routine jobs.

Hazard Identification:

Proactively identify hazards related to noise, fumes (welding), and chemical exposure.

4. Training and Safety Culture



Toolbox Talks:

Conduct daily or weekly safety briefings with workers, focusing on specific risks for the day's tasks.

Safety Induction:

Provide safety training to new employees and contractors.

PPE Enforcement:

Monitor the proper use and maintenance of personal protective equipment (PPE), such as welding helmets, respiratory protection, and safety boots.

5. Incident Management and Documentation



Investigation:

Investigate near-misses and accidents, performing root cause analysis to prevent recurrence.

Record Keeping:

Maintain detailed logs of inspections, incidents, training, and audits.

Required Qualifications and Skills



Education:

Bachelor's degree in Engineering, Occupational Health & Safety, or a related field.

Certifications:

NEBOSH IGC/Diploma, IOSH, or OSHA certifications are strongly preferred.

Experience:

2-5+ years of experience in a fabrication, heavy manufacturing, or oil & gas environment.

Industry Knowledge:

Deep understanding of welding safety, Confined Space Regulations, and Lifting Operations.

Technical Knowledge:

Familiarity with ASME Pressure Vessel Code and ISO Container standards.

Soft Skills:

Strong communication skills (to conduct trainings), leadership, and attention to detail.

Typical Work Context



Physical Setup:

Large-scale manufacturing workshop, involving heavy machinery, metal fabrication, and painting/coating areas.

Reporting:

Reports to the HSE Manager or Plant Manager.

Authority:

Power to stop work if imminent danger is identified
