Organization : J-PAL South Asia at IFMR Location :Vijaywada, Hyderabad Project : Andhra Pradesh Health Insurance Project Start Date (earliest):1st July Length of Commitment : One year Education : Bachelor\'s/Master\'s Language requirement: Hindi, English, Telegu PIs : Pascaline Dupas, Radhika Jain : Government health insurance programs targeting low-income households are a major health policy priority in India and now cover roughly the poorest 40% of the population. While their scale and reach have expanded rapidly over the last decade, with a corresponding increase in public outlays, research on monitoring and oversight of such programs remains limited. The Aarogyasri Health Insurance Scheme was introduced in 2007 by Andhra Pradesh CM Dr. Y S Rajasekhar Reddy. The scheme aims to provide accessible healthcare and universal health coverage to low-income families in Andhra Pradesh. It does so by partnering with public and private hospitals across the state as well as certain cities in neighboring states to provide cashless medical services to income eligible individuals sponsored by the AP government. For this project, the research team will work closely with the AP government to identify ways of strengthening hospital oversight and reducing insurance claims fraud in order to make the program more efficient and effective. The project will involve 3 key activities: 1) analyzing administrative insurance claims data to identify potential fraud, 2) conducting a phone survey of patients that have recently utilized insurance at public and private hospitals across the state to understand their experiences and generate actionable insights for the government, 3) conducting a large-scale RCT to design a stronger hospital monitoring and fraud control system and evaluate its impact on hospital claims fraud, unauthorized out-of-pocket charges, and patient outcomes.
