Job Description


The evaluation will use a mixed methods approach, based on: 1) review of literature on the TB policy response from the Government of India (GOI), bilateral and multilateral agencies, think tanks, research institutes, universities, NGOs, and private sector organizations in the field of TB; 2) review of IP program documents, including progress reports and technical publications; 3) review of the baseline and follow-up data collected by the IP, as well as GOI health system data including facility data in the selected communities; 4) key informant interviews (KIIs) with IP staff, selected experts, policymakers, and senior GOI officials and managers at national, state, and district levels; and, 5) KIIs and focus group discussions with health facility management and staff, and the project-supported community leaders and activists. Through analysis of these data sources, the evaluation will provide USAID/India with clear evidence to respond to the evaluation questions and actionable recommendations for USAID/India TB programming going forward. Recommendations must be within the scope of the CDCS and the project results framework, consistent with USAID/India s management capacity and its comparative advantages as discussed and agreed upon with the Mission during the design of the evaluation and work plan. Requirements The position supports the Evaluation Team conducting the Midterm Performance Evaluation for the REACH ALLIES Project. The RA will assist the team to prepare tools for primary data collection, support translation, actively participate in data collection and data analysis. The RA will specifically support the field work in Odisha state by helping the team members in translation during data collection, transcriptions of audio recorded Focus Group Discussions (FGDs)/In-depth Interviews (IDIs)/Key Informant Interviews (KIIs) and field notes. The RA will be responsible for detailed documentation and data management including primary data collected from the field, secondary data shared by REACH and data available in the public domain to organize for easy access and retrieval. The RA will support quantitative and qualitative data analysis using NVivo 12, SPSS, STATA, Ror other tools as required.
