Job Title : Sr Executive Q&S - Billing || ELV System

Summary:
The Quantity Surveyor (QS) & Billing Engineer for ELV systems is responsible for managing project costs, preparing accurate quantity take-offs, verifying contractor bills, and ensuring timely and precise billing related to Extra-Low Voltage works. The role involves coordination with engineering, procurement, and project teams to control cost, avoid overruns, and maintain documentation.
Key Responsibilities:
1. Quantity Take-Off & Estimation
Perform detailed quantity take-offs for all ELV systems including: CCTV, Access Control, Fire Alarm, Public Address, BMS, Structured Cabling, SMATV, etc.
Prepare BOQs as per project drawings, specifications, and standards.
Assist in cost estimation, rate analysis, and tender pricing for ELV packages.
Review IFC (Issued for Construction) drawings and highlight deviations.
2. Billing & Verification
Prepare monthly client bills and internal contractor bills.
Verify subcontractor invoices with site measurements and approved BOQs.
Track work progress and prepare progressive billing.
Ensure compliance with contractual terms and payment schedules.
3. Cost Control & Monitoring
Monitor project cost vs. budget and report variances.
Maintain updated cost records including materials, labor, and subcontractor costs.
Evaluate variations/changes and prepare variation claims.
Assist in value engineering exercises.
4. Documentation & Reporting
Maintain all QS-related documents: BOQs, invoices, purchase orders, and measurement sheets.
Prepare reports including:
o Cost-to-complete reports
o Work progress reports
o Billing status reports
Coordinate with site engineers and project managers for verified measurements.
5. Coordination & Technical Support
Liaise with procurement, engineering, and project teams for technical and financial matters.
Collaborate with ELV engineers to ensure accuracy in quantities and design changes.
Support tender team during bid preparation.
6. Compliance & Quality
Ensure billing and costing processes comply with company standards.
Adhere to contract conditions, specifications, and project requirements.
Validate material usage vs. approved BOQ.
Required Skills & Qualifications
Technical Skills
Strong knowledge of ELV systems (CCTV, Fire Alarm, Access Control, PA, IPTV, BMS, etc.)
Proficiency in:
o AutoCAD
o MS Excel (advanced)
o QS measurement tools
o ERP systems (preferred)
Understanding of project contracts, BOQs, and tender documents.
Education
Bachelor's Degree in Electrical Engineering, Electronics, Telecommunications, or related field.
Experience
5+ years experience as QS/Billing Engineer (ELV preferred).
Hands-on experience in construction/MEP/ELV projects.
Soft Skills
Strong analytical and numerical skills.
Excellent communication and documentation skills.
Attention to detail and accuracy.
Ability to work with tight deadlines.
