Position Overview

JLL is seeking an experienced Billing Manager to join our Design and Build fitout projects team. The successful candidate will be responsible for comprehensive bill preparation, quantity verification, and vendor bill certification across all trade packages including Civil & Interior (C&I) and MEP (Mechanical, Electrical & Plumbing) works. This role requires strong technical expertise in construction billing processes and the ability to ensure accurate financial management throughout the project lifecycle.

Key Responsibilities

Bill Preparation & Management

Prepare comprehensive bills for all fitout project activities across multiple trade packages



Develop detailed billing schedules aligned with project milestones and cash flow requirements



Ensure accurate cost allocation and billing structure for C&I and MEP work packages



Maintain detailed records of all billing activities and documentation



Quantity Verification & Measurement

Conduct thorough quantity surveys and measurements for all trade packages



Verify work completed against approved drawings and specifications



Cross-check quantities with site execution teams and ensure accuracy



Prepare detailed quantity statements and measurement sheets



Validate material consumption and wastage calculations



Vendor Bill Certification & Approval

Review and certify vendor bills for C&I trade packages including:



Civil works, flooring, ceiling, partitions, furniture, and interior finishes



Review and certify vendor bills for MEP trade packages including:



HVAC systems, electrical installations, plumbing, fire safety, and IT infrastructure



Verify vendor claims against work orders, approved rates, and completed quantities



Ensure compliance with contractual terms and payment schedules



Coordinate with project managers for bill approval processes



Financial Controls & Compliance

Implement robust financial controls to prevent billing discrepancies



Ensure adherence to company billing policies and client requirements



Maintain accurate project cost tracking and budget monitoring



Prepare variation order bills and change request documentation



Support audit processes and provide necessary documentation



Coordination & Communication

Coordinate with site engineers, project managers, and procurement teams



Interface with vendors and subcontractors for billing clarifications



Provide regular billing status reports to project leadership



Support project teams with cost analysis and financial insights



Required Qualifications

Education & Experience

Essential:

Bachelor's degree in Civil Engineering, Diplome in Interior Designing, Construction Management, or related field



Essential:

12-15 years of experience in billing for fitout/interior construction projects



Essential:

Prior experience in comprehensive bill preparation for construction projects



Proven track record in quantity verification and vendor bill certification



Technical Skills

Essential:

Expertise in C&I trade package billing including civil works, interiors, furniture, and finishes



Essential:

Strong knowledge of MEP trade package billing including HVAC, electrical, plumbing, and fire safety systems



Proficiency in quantity surveying software and MS Office Suite



Understanding of construction contracts, rate analysis, and measurement principles



Knowledge of GST, TDS, and other applicable taxation requirements



Core Competencies

Strong analytical and mathematical skills



Excellent attention to detail and accuracy



Ability to work under pressure and meet tight deadlines



Strong communication and coordination skills



Problem-solving capabilities and commercial awareness



Understanding of construction processes and project management



Preferred Qualifications

Experience with ERP systems and construction management software



Knowledge of green building and sustainability billing requirements



Experience in multinational corporate fitout projects



Understanding of international billing standards and practices
