About the project
The project intends to focus on a landscape assessment aimed at understanding the feasibility, readiness, and pathways for integrating lung cancer prevention, early detection, and referral within existing TB service delivery platforms in India. The assessment responds to global and national calls for integrated lung health approaches, particularly in LMIC settings where TB and PHC platforms represent a critical entry point for earlier lung cancer detection and care.

Scope of services
The consultant (based in Delhi, India) will work for this initiative, ensuring seamless coordination between PATH's South Asia Hub team, Global Team, and in-country stakeholders like State Health Departments etc. The role involves overseeing implementation, stakeholder engagement, documentation, and program reporting, as outlined in the detailed scope of work below:

  • Desk review, data collection and data analysis from secondary sources: Support structured desk review of national and state policies, guidelines, and operational frameworks related to TB, lung cancer, NCDs, and primary health care. Assist in mapping formal care pathways, diagnostic algorithms, workforce roles, and referral mechanisms and synthesize evidence from published literature, program reports, and secondary data sources.
  • Stakeholder Mapping and Engagement: Support identification and mapping of key stakeholders across lung cancer, TB, NCDs, oncology, diagnostics, and health financing ecosystems. Facilitate and document consultations with national and state-level policymakers, program managers (e.g., NTEP, NPCDCS), clinicians, development partners, and NGOs. Capture stakeholder perspectives on barriers, enablers, and priorities for TB-lung cancer integration.
  • Health System and Facility Readiness Assessment: Support adaptation and application of PATH's integration readiness assessment tools for the Indian context. Assist in planning and conducting facility-level assessments across selected districts and facility types (e.g., TB clinics, district hospitals, primary health facilities). Document findings related to service delivery readiness, workforce capacity, diagnostics, infrastructure, data systems, and referral linkages.
  • Data Analysis, Synthesis, and Gap Identification: Contribute to qualitative and descriptive quantitative analysis of assessment findings. Support identification of convergence points between TB and lung cancer pathways (e.g., use of chest X-ray, CBNAAT centers, community screening platforms) and assist in mapping gaps across governance, financing, diagnostics, workforce, and service delivery.
  • Documentation and Reporting: Support preparation of high-quality technical notes, summaries, and inputs to the comprehensive landscape assessment report. Contribute to synthesis of lessons learned, feasibility considerations, and integration option and assist in developing clear, actionable recommendations for testing and scale-up.
Payment milestones
The consultant will be engaged for 22 days per month, over the 6-month contract period or till June 30, 2026, whichever is earlier. This is extendable based on the performance and project extension.
Deliverables
  • Monthly report having summary of work undertaken during the month- By the end of each month
  • Facilitation of national-level stakeholders' meetings and partnership engagements
Required Experience and qualifications
  • MBBS / BDS / B.Sc. Nursing preferred, with a Master's or PG Diploma in Public Health, Health Management, or related field
  • Minimum 4-5 years of experience in public health research, health systems assessment, or program implementation
  • Demonstrated experience working on PHC, TB, NCDs, cancer, or integrated care initiatives
  • Prior experience with INGOs, research institutions, or government health programs preferred
Skills/ Abilities
  • Strong analytical, documentation, and synthesis skills
  • Experience conducting or supporting mixed-methods assessments
  • Ability to engage independently with senior government officials, clinicians, and development partners
  • Strong written and oral communication and presentation skills in English and Hindi
  • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point, Outlook & Web surfing to search relevant data & documents
  • Ability to handle a variety of assignments under pressure of deadlines
Must have legal authorization to work in India.
