Role Summary

The Real Estate Development Manager is responsible for identifying, evaluating, and managing the initial development phases of land and plot assets. This role is crucial in performing comprehensive

due diligence

, navigating complex

zoning and permitting

processes, and ensuring the timely transition of acquired plots from raw land to shovel-ready projects. The manager will serve as the technical lead during pre-construction.

Key ResponsibilitiesI. Land & Plot Due Diligence (40%)

Acquisition Support:

Conduct in-depth research and analysis on potential land acquisitions, focusing on feasibility, risk assessment, and highest and best use.

Title and Survey Review:

Coordinate with legal and surveying teams to review property titles, existing easements, boundaries, and encumbrances.

Feasibility Studies:

Oversee and interpret environmental studies (Phase I/II), geotechnical reports, traffic analyses, and utility assessments to determine site readiness and development costs.

Financial Modeling Input:

Provide accurate development cost projections (hard and soft costs) related to site work, infrastructure, and regulatory fees for use in financial proformas.
II. Zoning, Entitlement & Permitting (35%)

Regulatory Compliance:

Lead the entitlement process, including preparing and submitting necessary applications for zoning changes, variances, and conditional use permits with local, state, and federal agencies.

Stakeholder Negotiation:

Represent the company at public hearings, community meetings, and regulatory review boards to present project plans and negotiate development conditions.

Permit Management:

Manage the timely securing of all necessary construction permits (e.g., grading, building, utility connections), ensuring all submissions are complete and accurate.

Infrastructure Planning:

Coordinate with civil engineers, architects, and utility providers to design and plan critical on-site and off-site infrastructure (roads, water, sewer, power).
III. Project Management & Transition (25%)

Consultant Oversight:

Select, contract, and manage a team of external consultants, including civil engineers, land use attorneys, environmental specialists, and landscape architects.

Budget Oversight:

Track and manage pre-development expenses, ensuring all soft costs (permitting, consulting fees) stay within allocated budgets.

Handover to Construction:

Successfully transition the project from the entitlement phase to the construction phase, providing the Construction Team with a fully permitted, clean site package and complete due diligence documentation.

Reporting:

Prepare detailed weekly and monthly status reports for senior leadership, highlighting progress, regulatory bottlenecks, and financial impacts.
Required Qualifications

Education:

Bachelor's degree in Civil Engineering, Real Estate, Urban Planning, Construction Management, or a related field.

Experience:

Minimum of

5-7 years

of direct professional experience in land development, real estate due diligence, or site civil engineering, with emphasis on managing the entitlement process.

Technical Knowledge:

Deep understanding of zoning ordinances, subdivision regulations, and the permitting process in [Specify region/jurisdiction if applicable].

Soft Skills:

Proven ability to negotiate effectively, communicate complex regulatory issues to non-technical stakeholders, and manage multidisciplinary teams.
Desired Skills & Attributes
