, IndiaJob Family Group: ProjectsWorker Type: RegularPosting Start Date: April 24, 2025Business unit: Projects and TechnologyExperience Level: Early Careers:Whatxe2x80x99s the roleThe Project Controls Engineer (PCE) implements overall project controls direction through application of systems and methods for estimate development, cost control, planning and reporting, progress measurement, schedule development/control and management of change and closeout activities. PCE has capability to execute the technical tasks as well as lead contractors in doing them. In addition to technical ability, a PCE should demonstrate sound communication, facilitation, and interpersonal skills. We build assets for all of Shellxe2x80x99s businesses (Upstream, Integrated Gas, Renewables and Energy Solutions, and Downstream), including in the Growth areas, such as offshore wind, renewable natural gas and biofuels.What youxe2x80x99ll be doing

  • Provide overall project cost, schedule, estimating, progress measurement, and change management leadership and expertise.
  • Manage Project Cost and Schedule throughout the project life cycle
  • Fully understand the scope of the project, contractual requirements, identify the major milestones and set clear priorities for the project team
  • Lead the cost and schedule estimates for various Gate reviews and participate in the preparation of Gate packages
  • Mentor associate project controls engineers and ensure the technical quality and timeliness of work
  • Serve as a link to the Project Services Common Skill Center organization; gain alignment for support and approval of key deliverables (i.e. Estimates Development Plans, Estimates, etc.)
  • Develop and maintain the Project Controls related plans and procedures
  • Ensure implementation of the stewardship process identify and champion process improvements
  • Participate in kick-offs and ongoing meetings with the Engineering, Procurement and Construction (EPC) contractor(s) to ensure common understanding of project controls requirements
  • Participate in gathering and recording lessons learned for the project
  • Serve as the budget custodian, lead financial close-out of the project and participate in other project close-out activities
  • Stewards Project cost/schedule with ongoing project analysis, reporting, forecasting, budgeting and Change Management
  • Coordinate the collecting, analyzing, and reporting of project cost and schedule control information to ensure overall project status is assessed, potential problem areas are identified
  • Analyze trends, prepare forecasts, opportunities and vulnerabilities
  • Administer the project change control process and communicate implication of changes. Steward the overall Change Management process
  • Monitoring and appraising the performance of the Contractor(s) in the areas of cost control, progress measurement and control
  • Ensure that proper and effective project control measures are executed by the Contractor
  • Review and endorse the plans and procedures developed by the contractor. Ensure implementation of the same.
  • Review and endorse progress and cost/schedule baselines and forecast prepared by contractors
  • Analyze cost/schedule and progress reports and trends developed by contractor
  • Review cost bases of contractor's Change Proposals / Orders xe2x80xa2 Assist in developing/reviewing cost corrective actions and recovery plans, and making sure needed actions/plans are implemented
  • Identify and assess project risks, including technical, financial, and operational risks.
  • Develop and implement risk mitigation plans to minimize project disruptions.
  • Look after financial and technical closeouts of capex/portfolio projects which includes As-Builts, EDR, WBS closure & assurance check.
  • The role primarily involves remote support to the Project control of upstream, downstream, etcxe2x80xa6operating units/sites.
  • Develop cost and schedule estimates to support opportunity assessments, Project funding, Project reviews, and ad hoc requests.
What you bring
  • Bachelor's degree in Engineering/Technologist Degree and/or Certification as a Project controls Engineer or equivalent experience.
  • 5+ years projects/EPC experience in refinery or petrochemical industry experience in project controls.
  • Experience in Cost Engineering, estimation, planning, risk and scheduling knowledge in portfolio/capital projects
  • Works effectively in a Team environment and build consensus & Customer focus.
  • Working knowledge of a broad range of Project Controls systems, tools, and practices specifically in Oil & Gas industry.
  • Willingness and flexibility to travel internationally as per business needs
  • Upon business requirements must work on the different shifts
  • Strong leadership, communication, report-writing, and presentation skills.
  • Skill in PowerPoint, Word, Outlook, SAP, Ecosys.
  • Background in Oil and Gas maintenance and operations is an advantage.
  • Excellent analytical, oral and written communication skills
  • Preferred experience in following tools: P6, Ecosys, PowerBI, Aspen, Tableau & Easy Risk
  • Preferred accreditation in PMP, CCP, etc.
