About the Role

: The specialist will bring sectoral expertise and anchor AVPN's engagement with key state governments and utilities in India. The candidate will support the design, coordination, and delivery of multi-year climate mitigation and clean growth projects. The role involves managing state-level relationships, developing project pipelines aligned with government priorities, and coordinating external experts, partners, and AVPN teams to ensure timely and quality delivery.

Project Structuring & Delivery




Translate policy gaps and data-based diagnostic insights into project propositions with measurable outcomes. Conduct early-stage analytical work for project conceptualisation, including feasibility assessments, preliminary techno-economic analysis, market and regulatory insights, and initial project structuring. This includes evaluating solution pathways, identifying potential implementation barriers, conducting high-level quantitative analysis, and shaping concepts into actionable project propositions suitable for government and funder consideration. Develop Terms of Reference (ToRs) for technical experts/firms and lead the technical review process. Work closely with selected expert agencies to ensure project deliverables are aligned with government and donor expectations. Track project progress and ensure timely delivery of outputs and milestones.

Program Management, Documentation & Reporting




Oversee day-to-day programme activities, ensuring timely progress toward deliverables.
Support overall programme managementmaintaining workplans, tracking deliverables, and monitoring progress against milestones. Document key meetings, decisions, learnings, and implementation outcomes in a structured and accessible manner. Prepare timely inputs for internal and donor reporting, including dashboards, progress summaries, and M&E updates. Maintain organised project records--including trackers, approvals, and compliance documentation--in line with AVPN procedures. Coordinate with internal teams (finance, operations, M&E) to ensure smooth reporting cycles, risk flagging, and alignment across workstreams.

Government Engagement & Technical Support




Serve as the primary liaison between AVPN and key government entities at national, state, and city/local levels Coordinate government consultations, align project concepts with departmental priorities, and secure institutional ownership. Facilitate state-level working groups and ensure continuity of programme engagement with senior officials.

Delivery of Knowledge Products




Develop high-quality knowledge products--including policy briefs, synthesis notes, technical summaries, case studies, playbooks, and guidance documents--to support programme objectives and inform decision-making. Coordinate with technical experts and internal teams to ensure knowledge products are rigorous, well-structured, and aligned with the needs of state partners and funders. Support dissemination of knowledge products through workshops, presentations, and cross-state learning platforms.



Ecosystem & Partner Engagement




Coordinate with AVPN's partner ecosystem to identify appropriate technical partners. Support due diligence and evaluation of partner proposals and integrated project documentation.

Cross-Workstream Coordination




Work closely with the project team across multiple states for harmonized research, documentation, convening, and reporting.

Requirements

Qualifications and Competencies




7-10 years of experience in any of the following areas: electricity, industry, transport, buildings, climate finance, or related clean growth sectors. Candidates with prior experience in the electricity or industry sector will be considered on priority.
Strong sectoral expertise and technical understanding as demonstratedprojects or publications. Knowledge and application of critical tools and software in the relevant sectoral areas will be an added advantage. Strong analytical capability and comfort with early-stage project design, including feasibility assessment, high-level quantitative analysis, market analysis, regulatory scanning, and conceptual structuring of clean growth interventions. Ability to synthesise data and insights into clear diagnostic briefs and project concepts. Strong project management capability with comfort navigating contracting procedures, compliance protocols, including procurement, due diligence, and technical partner oversight. Proven experience in managing multi-stakeholder projects. Prior experience of working with government entities or utilities may be an added advantage. Excellent communication, documentation, and presentation skills, with the ability to effectively report on program achievements. Ability to work with multi-disciplinary teams, expert agencies, and guide technical outputs. A self-starter with resilience, able to work with pace and independence while coordinating cross-functional teams. Strong interpersonal skills with ability to build a network of professional relationships. Proficiency in Hindi is desired. Proficiency in any other official Indian language will be an added advantage.

Education: Master's degree in engineering, energy/environmental studies, public policy, finance, economics, sustainability, development, or a related field. Candidates with a Bachelor's degree and significantly relevant professional experience may also be considered.

Location

: One candidate shall be required to be based in Mumbai, Maharashtra while the other in Lucknow, Uttar Pradesh.


Duration

: AVPN is building out the climate mitigation program and the candidate will be part of an ongoing multiyear initiative. As such successful candidates shall be engaged via a consulting contract for an initial period of 12 months, which may be further renewed/extended during the course of the programme based on performance.


Reporting

: We are looking for persons with an ownership mindset and a team player. As such, the role will report into the Executive Director, Climate Action but work in a non hierarchical model with the various programme leads across climate mitigation projects.



Remuneration: We offer a competitive remuneration that aligns with the candidate's experience and expertise. The final designation will be determined based on qualifications and professional background.
