Role Overview:





The Program Officer will play a key role in ensuring the successful implementation of initiatives aimed at strengthening the ITI ecosystem in alignment with the state's systemic change roadmap. This role involves working closely with institute principals, government stakeholders, trainers, and internal teams to improve training quality, build capacity, enhance placement systems, and support the gradual independence of ITIs.


Key Responsibilities:

Program Implementation & Capacity Building




Take ownership of effective program delivery, ensuring alignment with agreed standards and timelines. Build strong working relationships with institute principals and collaborate on long-term transformation aligned with the state's ITI ecosystem journey. Develop and implement a clear regional work plan, ensuring timely execution and contributions from all stakeholders. Identify and document key program learnings and best practices to enhance impact and replicate success. Visit institutes regularly to support trainers in curriculum planning, delivery of content, and classroom practices. Facilitate monthly or quarterly review meetings with center heads, trainers, and other key stakeholders to assess progress and resolve challenges. Support institutes in becoming self-sufficient by enabling trainers and placement officers to independently sustain improvements. Actively participate in and contribute to both online and offline content review processes. Support internal capacity building by contributing to team learning sessions based on evolving needs.

Stakeholder Relationship Management




Develop and nurture strong relationships with government authorities, institute leadership, placement officers, ESIs, and facilitators. Coordinate with the internal placement team to implement robust industry engagement strategies that improve placement outcomes. Work closely with the state's Placement Manager to identify support needs and foster collaboration with industry partners. Engage with Assistant Apprenticeship Advisors and relevant stakeholders to support implementation of apprenticeship and employment-linked interventions.

Team Facilitation & Mentorship




Assist facilitators in creating and executing comprehensive work plans. Monitor and mentor reportees to ensure the effective implementation of program interventions at the institute level. Encourage reportees to scale efforts by onboarding and supporting additional ITIs in the region. Build their capacity to become resource leaders, capable of driving program expansion and mentoring peers.

Monitoring, Evaluation & Reporting




Ensure accurate and timely submission of program data to the M&E focal point. Coordinate assessments such as baseline, endline, and other program evaluations. Keep student-level data updated in the center database, and ensure that institutes submit simple monthly progress reports. Prepare and share regular narrative and data-driven reports that track implementation progress and outcomes. Use standard M&E tools effectively to support data collection and documentation. Ensure timely submission of case studies, photographs, and success stories to relevant teams. Follow up with institutes for necessary data related to students, placements, and institutional changes. Contribute to quarterly and annual review processes through effective documentation and participation. Develop and maintain sustainable systems to manage and analyze placement data from institutes.

Qualifications & Experience:




Bachelor's or Master's degree in Education, Social Work, Development Studies, or a related field. 3-5 years of relevant experience in program implementation, stakeholder management, and capacity building, preferably in the skilling or education sector. Experience in data monitoring, evaluation, and reporting processes. Strong interpersonal, communication, and coordination skills. Willingness to travel regularly within the assigned region.

Preferred Skills:




Familiarity with the ITI ecosystem and vocational training frameworks. Experience in managing industry engagement or placement strategies. Proficiency in data tools and report writing. Fluency in English and the local language.
