Need Base India is looking for a compassionate and experienced Program Officer for planning, implementation, monitoring, reporting, team capacity building, stakeholder engagement, and program development across assigned child care homes. The role ensures effective delivery of services, resource mobilization, and compliance with organizational goals.
Key Responsibilities:
A. Planning & Review
Conduct annual and quarterly reviews of program plans and budgets.
Collect monthly individual and home-wise plans from HMCs and submit them to management.
Organize monthly HMC meetings with the management.
Attend weekly and monthly team meetings at assigned homes.
Participate in CPC (Child Protection Committee) meetings.
Review and monitor quarterly budget utilization.
B. Program Development & Implementation
Identify areas needing development and implement improvements.
Innovate and enhance ongoing activities with creativity.
Display engaging information for donors and visitors (best practices, data, precautionary measures, etc.).
Bring in professionals to strengthen program areas and quality.
Support infrastructure development initiatives within homes.
C. Capacity Building & Work Allocation
Strengthen teams through structured delegation and motivation.
Provide orientation to staff on job responsibilities.
Allocate tasks effectively among team members and HMCs.
Assign daily work to HMCs and monitor execution.
Plan and implement staff training based on identified needs.
Train staff on child safeguarding and precautionary protocols.
Conduct staff induction and regular performance evaluations.
Address staff concerns and provide guidance or escalate when necessary.
D. Reporting, Monitoring & Evaluation
Visit the centre quarterly using a checklist to monitor program progress.
Track children's development (health, education, talents, etc.) and assess program impact.
Analyse data to evaluate program quality and effectiveness.
Prepare monthly, quarterly, and half-yearly reports.
Draft and submit sponsorship reports for donors.
Approve HMC leave and coordinate with management on staff leave beyond 3 days.
Prepare and circulate quarterly newsletters highlighting program and child development.
E. Stakeholder Networking & Resource Mobilization
Build networks with government departments, donors, NGOs, colleges, schools, CWC, DCPO, corporates, etc.
Coordinate and manage visits from funding agencies.
Identify funding opportunities and prepare grant proposals.
Mobilize and engage volunteers based on program requirements.
Develop structured volunteer engagement plans and supervise implementation.
F. Other Responsibilities
Participate actively in organization-led programs and initiatives.
Respond promptly and effectively in emergency situations.
Attend management meetings and contribute to decision-making.
Organize and facilitate internal core group meetings.
Collaborate with the team for social media content and updates related to homes and activities.
Qualifications & Experience:
Master's degree in MSC/MSW/MA
Minimum 2-5 years of relevant experience working in the development sector, NGOs, community development projects, or related social impact initiatives.
Experience in program planning, implementation, monitoring, and evaluation of development projects.
Experience with field implementation, coordination with stakeholders (government, community groups, partners), and report writing.
Prior exposure to donor engagement, documentation, and compliance reporting is desirable.
Excellent written and verbal communication skills in English; proficiency in Hindi or local languages is a plus.
