Alberta is one of the richest oil provinces in Canada and maintains its position as a leader in production and environmental technology. The Alberta Energy Regulator (AER) provides for the efficient, safe, orderly, and environmentally responsible development of energy and mineral resources in Alberta through their regulatory activities.
AER's liability management process ensures that energy companies are responsible for the costs associated with closure and reclamation of their energy development sites. There is a specific process to evaluate how much energy companies will have to pay to close their existing facilities using published regional estimates. However, if a facility is identified as a "potential problem site" due to issues such as contamination in soil and groundwater, offsite issues, unresolved spills, etc., the AER will issue a request for a site-specific liability assessment (SSLA). Companies will have 60 days to provide an SSLA, although one extension is permitted. The AER will also assign a schedule of when the SSLA must be updated, on a 3-to-5-year basis.
The AER has a defined methodology to calculate the SSLA costs to close a site in Alberta. Liability assessors should be comfortable with the following tasks:
Reading and extracting key information from assessment reports such as the types of contamination, the volume of soil or groundwater impacted, potential receptors at risk., etc.
Understanding, and experience compiling costs, for all aspects of site closure, which include assessment, remediation, demolition, and reclamation.
Working with each site's Project Manager to understand our client's ultimate plan for the site and the preferred options for closure.
Preparing the AER's required spreadsheets which summarize the steps required and the estimated costs for each. WSP has tools, often Excel based, for completing these calculations.
Our liability team has a strong understanding of environmental management, and the costs associated with each step of closure. The team leads are available to train new team members and to assist with the steps in the AER's process.
