PPP / Project cum Finance Expert

Location: UjjainEducational Qualification:



Chartered Accountant (CA)

OR



Postgraduate in

Commerce

,

MBA (Finance)

, or equivalent qualification from a recognized institution

Experience Requirements:



Minimum

6 years of professional experience

in the

infrastructure sector

, particularly in urban finance or public-private partnerships (PPP).

Experience in

at least 2 projects

involving:

o Financial analysis of

urban sector infrastructure projects



o

Land monetization

or

real estate development



Prior involvement in the

design, financial structuring, or contract management

of:

o

Performance-based urban service delivery contracts



o Projects implemented through

PPP mode



Key Responsibilities:Financial & Project Management:



Design and implement

financial management systems and procedures

for the project.

Provide ongoing support to the Project Development and Management Consultant (PDMC) in handling all

financial, accounting, and audit-related matters

.

Conduct

feasibility studies

and develop

project financial models

, including risk assessments and return on investment (ROI) analysis.

PPP Contract Development & Management:



Prepare

bid documents

for urban infrastructure services and asset-based projects proposed in

PPP mode

(with support from subject-matter experts).

Facilitate the

procurement and selection of concessionaires

under PPP frameworks, ensuring alignment with national policies and best practices.

Manage and evaluate

financial bids

to ensure:

o Cost competitiveness

o Compliance with bidding terms

o Value for money and risk-sharing principles

Market Analysis & Asset Valuation:



Conduct

market research and financial due diligence

to assess project demand, viability, and potential returns.

Estimate

market-based property values

for assets owned by Ujjain Development Authority (or equivalent) to support

land monetization, asset sale, or leasing processes

.

Support

land pricing

, development potential assessments, and project packaging for revenue optimization.

Contract Oversight & Monitoring:



Oversee the

tendering and contract management processes

for PPP and service delivery projects.

Ensure compliance with statutory norms, transparency, and efficiency in

financial and procurement operations

.

Key Skills & Competencies:



Strong understanding of

PPP frameworks

,

financial modeling

, and

urban project finance



Proficiency in tools such as

MS Excel

,

financial analysis software

, and

valuation models



Familiarity with

urban infrastructure policies

, including performance-based contracting and service-level benchmarking

Strong analytical and negotiation skills

Ability to interpret legal, technical, and financial documents for risk assessment

Pay: ₹8,582.52 - ₹44,246.17 per month
