JOB PURPOSE

To develop strategic and technical partnerships with the Government of India, within the context of WFP\'s Country Strategic Plan for India and to support other WFP operations globally.

KEY ACCOUNTABILITIES:

Under the direct supervisor of the Country Director, the Partnerships Officer (Government) will maintain and expand government partnerships for WFP\'s programme in India (and beyond) through the following functions:

  • Position WFP expertise with the Indian Government at central and state level.
  • Reach out to new ministries and departments by drafting briefs, and proposals for Government, in consultation with the WFP Programme team.
  • Manage the portfolio of government partnerships by being responsive to government needs and ensuring successful donor stewardship in collaboration with the WFP programme team in India.
  • Liaise with the Government of India to develop Strategic Partnership Agreements.
  • Collate data and prepare accurate and timely analysis relating to government partners and programmes, to enable informed decision-making by senior stakeholders.
  • Document and record key discussions with partners, preparing/coordinating talking points and briefs for the Country Director and other senior WFP leaders.
  • Support the design of an advocacy plan to raise awareness for WFP\'s technical work amongst new public sector actors in coordination with the WFP communications team.
  • Collaborate with WFP partnerships officers globally to build bridges between India and other countries to enhance food security and nutrition.
  • Expand partnerships with WFP\'s traditional public sector donors in India.
  • Share key corporate emergency briefs and materials with the Indian Government to expand the assistance to vulnerable people in crisis around the world building on existing collaboration in this area.

EDUCATION, EXPERIENCE, KNOWLEDGE, AND SKILLS:
  • Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications, Business Administration or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
  • Min. one or more years of Postgraduate professional experience preferably in the development sector supporting government partnership portfolios.
  • Has prior work experience liaising with GOI and/or of working within government at central level (such as Ministry of Agriculture, Ministry of External Affairs).
  • Has supported projects and operational activities that maintain and develop donor and host government partnerships.
  • Has the ability to engage diplomatically with GoI and other diplomatic institutions will be an advantage.
  • Has the ability to identify and develop opportunities for prospective collaborations and inform Senior Management effectively.
  • Has collated data, assisted in drafting resourcing analysis, and producing accurate and timely briefs as well as reporting to donors.
  • Has the ability to build and sustain effective collaborative relationships with appropriate stakeholders and contacts including internally.
  • Has the ability to understand policy issues and translate them into facts for informed decision making.
Language: Fluency in oral and written communication skills in English. Working knowledge of Hindi is required.
