JOB PURPOSE



To implement, monitor, review & control the Process parameters in order to achieve the design objectives and enhance the operational excellence of overall CPP Operation. Continuously adjusting and optimizing the plant process parameters to minimize the losses and achieving the most efficient plant operation.
First person to respond during initial crucial period of any process emergency in CPP.

QUALITY MANAGEMENT SYSTEM

Planning & Budgeting: To work as advised by Shift In Charge in order to achieve business targets.



To follow the long term, medium term & short term planning with reference to Business Plan.


To implement most cost economical operation to meet Refinery steam & power demand as well excess power export to state grid as per plan.


Understanding Operating costs and trying to Optimize in Planned activities.





Systems, Policies & Procedures:

To implement and improve the systems, procedures & policies to create a systematic way of working to achieve business goals.
Implementation of CPP desk Operation Systems, Policies & Procedures.


Suggest development of Systems, Policies & Procedures as per the requirement.


Optimize the Auxiliary power consumption and Steam let-down operation.





Management

: To implement measurement, review & decision making processes for the Desk Operation Systems, Policies & Procedures In order to achieve targeted outcomes as efficiently as possible


Authority

: To direct/instruct Field Officer for activities related to control of any decided parameters/activities.



Ensures the compliance to equipment changeover Schedules.


Ensure that all plant related critical parameters are within safe working range and in line with the guide lines / Instructions received from the Shift In Charge.


To ensure Gas turbine available in hot standby mode & in case of requirement synchronised to meet emergency requirement.


Strictly adhere to equipment trial schedule and preservation philosophy.



Maintaining power export schedule as per plan received from MRSS.


Read the previous shifts' logs (Log of all days / hours of his absence) and note down key issues viz., quality issues, continuing maintenance jobs etc., needing special attention.





MIS:

Prepare & make analysis of the MIS with various inputs with reference to the unit to enable timely decision making to avoid non-conformance and to achieve the business plan.



Maintain the Logs for all the changes carried out during the shift


Maintain the records of the critical jobs that are being carried out by Maintenance during the shift, continuing from the previous shift and the jobs envisaged to be carried out in the next shift.





OHSMS

HSEF CARE & WELFARE

: To implement all the HSEF procedures for maintaining safe and healthy work place.


Authority: Accept/Reject execution of Work Permits, Continuation of work after checking the relevant procedural requirements and ensuring 100% safety compliances for the job



T o ensure all health, safety, and environment systems during all desk activities.


Ensure effective Implementation in terms of Operational Excellence in the areas of Operations.


To adhere to the procedure with reference to emergency handling in case of tripping of any boiler or turbine to ensure minimum disturbance in Refinery steam & power demand.


To ensure compliance with Emergency response procedures (ERDMP) including those of process emergencies.





ENVIRONMENT MANAGEMENT SYSTEM

Systems, Policies & Procedures:

To be accountable for implementation and improvement of the EMS systems, procedures & policies in respective desk operations.


Authority:

To monitor boiler stack emission & take corrective actions according to safety and environment norms.



Ensure adherence to the all health, safety, and environment systems during all desk activities.


Ensure compliance of environmental legal requirement.


Awareness regarding environmental consequences of deviations from SOPs.


Individual shall be responsible and ensure that he/ she is aware of all the RIMS & EnMS documents for respective department which includes process plan, SOP, AIRR, Department Objectives & Targets and legal compliance pertaining to their KRA/KPI.





ENERGY MANAGEMENT SYSTEMS 50001:2018

Energy Management systems ISO 50001:2018

Awareness about energy policy, significant energy uses, energy objectives and energy management system.


Observe energy parameters and report to higher authority (reporting to higher manager) if there is any deviation from reference objective target for optimal energy performance.


Individual shall be responsible and ensure that he/ she is aware of all the RIMS & EnMS documents for respective department which includes process plan, SOP, AIRR, Department Objectives & Targets and legal compliance pertaining to their KRA/KPI.





KEY CHALLENGES



To handle emergency scenario in case of tripping of one boiler or turbine or any Grid line failure. To ensure minimum disturbance to Refinery steam & power demand. To safely tackle plant emergencies as per SOP.
To train new PO and enhance their competency.



KEY DECISIONS

+ To take immediate action during emergencies as per SOP.
+ Communication during fire, spill, toxic gas release and emergencies as per ERDMP.Ensure that all safety interlocks are in line.

SKILLS & KNOWLEDGE



Educational Qualifications & Certifications:

BE/ Diploma Engineer - Mechanical or NPTI BOE / NPTI is preferred


Relevant (Functional/Level) & Total Years of Experience:

BE or NPTI with minimum of 6 years of experience in Thermal or combined cycle cogeneration power plant or diploma in Engineering with minimum 8 years of experience in Thermal or combined cycle cogeneration power plant.



Functional Skills:



Process knowledge of the plant, knowledge on the line-ups of the plant. Knowledge of DCS and ESD operation during emergency Should have knowledge of quality, environment, Safety and Energy Management

.
