Designation: NATIONAL CONSULTANT for ADVOCACY COMMUNICATION AND SOCIAL MOBILIZATION (ACSM), WORLD HEALTH ORGANIZATION- TUBERCULOSIS TECHNICAL SUPPORT NETWORK (NC WHO-TB TSN) for National TB Elimination Program (NTEP)

World Health Organization (WHO) Country Office for India has supported the NTEP since inception of the program, working closely with the government and its partners at both the national and state levels. WHO India provides policy inputs and technical assistance to MoHFW for TB elimination activities.

On behalf of WHO India and Central TB Division MoHFW, IPE Global is seeking applications for the post of National Consultant for Advocacy Communication and Social Mobilization (ACSM). The National Consultant for ACSM will work under the overall guidance of WHO Representative to India (WR-I) under direct supervision of NPO - TB (Coordinator TSN) WHO-India. S/he will be following the framework of national policies and WHO technical guidelines. S/he is expected to work in close collaboration with State Officials and the Central TB Division (CTD).

Key Roles and Responsibilities:

  • Provide technical support to National Tuberculosis Elimination Program (NTEP) for the following:
  • Provide technical Assistance for developing strategies for high level advocacy and communications.
  • To develop an overall communications strategy for improving the knowledge base of tuberculosis in the community along with IEC materials.
  • Support to plan for media engagement - Print, visual and social etc.
  • Conducting formal/informal assessments to review the ACSM strategy and communication activities.
  • Supporting the development of high-quality core communication content, in close collaboration with NTEP staff, consultants, the IEC advisory committee.
  • Enhance the quality of decentralized ASM strategic planning, activities and materials at the state and district levels, through capacity development activities and field supervision.
  • Work in close collaboration with media agency including guiding and supervising the media agency contracted by NTEP to undertake mass media campaigns.
  • Managing and supervision of other contracts for communications research and materials development activities
  • Developing and implementing a plan for greater integration of NTEP\'s ACSM activities with National Health Mission (NHM) and liaise with other relevant government departments.
  • Facilitating coordination of NTEP\'s ACSM activities with the initiatives of other partners and stakeholders.
\xc2\xb7 Applied communication research and processes for monitoring, documentation and evaluation of the effectiveness of NTEP\'s ACSM activities. Also undertake frequent visits to states as part of internal monitoring.

\xc2\xb7 Assist CTD to raise awareness within NTEP with respect to international experience on advocacy and communication for tuberculosis elimination, which includes best practices pertinent to the situation in India. Additionally, to provide technical assistance in the documentation and sharing of experiences within India and globally.

\xc2\xb7 Provide a monthly report and an end-of-assignment annual report in the prescribed format on activities, achievements, challenges and recommendations to WHO India.

\xc2\xb7 Undertake any other activity related to technical assistance on ACSM as assigned by Deputy Director General (TB) Central TB Division and WHO India in the interest of TB Elimination in the country.

Qualifications

Post Graduate degree in Journalism or MBA or equivalent from a reputed university/ institute.

Experience:

Minimum 5 years\' experience in planning and implementing community-based and/or country-level ACSM ctivities. (Please specify which area of ACSM you have most experience and knowledge in (e.g. planning and assessment, advocacy, behaviour change communication, social mobilization or community involvement, M&E and operational research, patient-oriented services, etc.).

Experience of working with media/PR agencies in developing mass media communications campaigns, brand management and creative designs.

\xc2\xb7 A strong knowledge of and demonstrated experience of working with the media landscape in India, including print, broadcast and digital and social media are required along with a sound understanding of audiences.

\xc2\xb7 Strong communication skills (both written and verbal in English and Hindi), good editing skills, and ability to tailor communication materials for different audiences

\xc2\xb7 Ability to influence and negotiate with individuals at all levels internally and externally.

\xc2\xb7 Ability to work with a virtual team with strong training, mentoring and feedback skills.

\xc2\xb7 Willingness to travel to programmatic areas as required

\xc2\xb7 Experience of working with National Programmes and National / International organisations will be an advantage.

\xc2\xb7 Experience of working for large advocacy and communication campaigns. Experience in the development sector, particularly public health, will be an advantage.

Skills and Competencies:

(1) Proven ability to communicate clearly;

(2) Ability to work effectively in a team;

(3) Proficiency in computer applications including Knowledge of Computer Applications or Business Intelligence tools /Data Management;

(4) Excellent knowledge of spoken/written English and local language;

(5) Able to produce results and work in a changing environment.
