About Future Right Skills Network (FRSN)
The
Future Right Skills Network (FRSN)
is a multi-stakeholder collaborative platform committed to enabling systemic transformation in India's Industrial Training Institutes (ITIs). FRSN brings together government, industry, and civil society organizations to strengthen the skilling ecosystem and improve employability outcomes for youth. The network drives collective action through data-driven learning, innovation, and policy engagement to influence national-level reform and institutional excellence in ITIs.
Role Overview
The
FRSN (MER) Specialist
will support the design, implementation, and institutionalization of FRSN's systems for
Monitoring, Evaluation, and Research (MER)
. The role ensures that FRSN's collective action--across geographies, partners, and thematic areas--is
data-driven, outcome-oriented
, and contributes to
national-level learning and evidence generation
on ITI transformation.
Key Responsibilities

1. Monitoring & Evaluation Systems
Support the design and implementation of FRSN's
MEL framework
, aligned with the network's Theory of Change and impact pathways (system and ecosystem levels).
Develop and refine
results frameworks, indicators, and tools
to track progress across key thematic areas such as Grading Framework, Demand Mapping, Trainer Development, Industry Engagement, and Women in Work.
Contribute to the development of
dashboards and data visualizations
for reporting to the Steering Committee and funders.
Facilitate
learning reviews and performance tracking
for pilots, projects, and advocacy efforts.

2. Research & Evidence Generation
Design and coordinate
research studies and assessments
aligned with FRSN's priorities and stakeholder needs.
Support the preparation of
policy briefs, white papers, and discussion notes
on system transformation, trainer development, and gender inclusion.
Contribute to periodic
"State of ITIs" and system-readiness studies
, ensuring evidence quality and relevance.
Liaise with and manage
external research partners
, ensuring rigor, quality, and strategic alignment.
Consolidate and synthesize findings from
partner-led initiatives
to strengthen FRSN's knowledge base and advocacy strategy.

3. Learning & Knowledge Management
Facilitate
cross-partner learning
and reflection sessions to extract insights from state-level and thematic initiatives.
Develop and curate
knowledge products
such as learning reports, case studies, and data insights.
Collaborate with the
Communications team
to translate data and research insights into accessible public-facing materials.
Support
learning circles and review meetings
, ensuring that data and evidence inform FRSN's strategic decisions.

4. Data Systems & Analytics
Strengthen FRSN's
data architecture
for streamlined data collection, analysis, and visualization.
Implement
tech-enabled solutions
(e.g., Power BI, Google Data Studio, Tableau) for real-time monitoring.
Ensure
data quality, ethics, and compliance
, including adherence to data protection and privacy standards.
5. Collaboration & Capacity Building
Build
capacity of partners and internal teams
on M&E tools, data collection, and analysis.
Collaborate with partners to
align frameworks and learning goals
across the ecosystem.
Represent FRSN's evidence and learning agenda in
external forums and collaborative engagements
.

Experience
6-8 years of experience in
Monitoring, Evaluation, Research, or Learning
, preferably in
skills development, education, or system reform
programs.
Experience in designing and implementing
M&E frameworks
and conducting
multi-stakeholder evaluations
.
Exposure to working with
government, funders, and research partners
is preferred.
Strong understanding of
M&E frameworks
(logframes, Theory of Change, indicators).
Ability to design and conduct
quantitative and qualitative research
.
Strong analytical, writing, and
data visualization skills
.
Proficiency in tools such as
Excel, Power BI, Tableau, SPSS, or R
.
Ability to communicate insights clearly to
technical and non-technical audiences
.
