Support in setting up and operationalizing the Project Assessment Cell (PAC) to align and integrate assessment functions across projects.
Assist in the operationalization of the MERA strategy, ensuring alignment with the broader organizational (KEF) strategy.
Collaborate with the Senior Management Team (SMT) to interpret and present project performance using triangulated data (MIS, M&E, etc.)

M&E Systems Development & Implementation:
Update and refine M&E frameworks, processes, and guidelines to align with organizational goals.
Design and implement technology-based M&E systems, including web/app-based tools, in collaboration with IT.
Enable early identification of operational issues using robust M&E tools and contribute to mitigation planning.

Project Support & Technical Assistance
Guide project teams in the development of: Log frame Approaches (LFAs), Theories of Change (ToC), M&E Plans, Key Indicators, Provide technical support for Needs assessment
Gap analysis.
Creation of assessment and evaluation rubrics, especially for school education projects

Evidence Generation & Learning
Lead large-scale assessments, evaluations, and research initiatives across thematic areas.
Ensure timely and high-quality completion of all donor sponsored assessments and evidence-related activities.
Conduct secondary research for project outcome benchmarking and regularly update target settings.

Reporting & Knowledge Management
Produce monthly, quarterly, bi-annual, and annual performance reports as per stakeholder requirements.
Develop and manage knowledge repositories for data, reports, and research outcomes.
Promote organization-wide use of knowledge systems and adherence to data safeguarding protocols.

Capacity Building & Resource Strategy
Identify and address capacity and learning needs of MERA, MIS, and project teams through targeted training.
Develop staffing and resource strategies to support quality assessment implementation at large scale.

Stakeholder Engagement & Dissemination
Synthesize findings from assessments, evaluations, research and support their integration into future strategy formation.
Oversee the RfP process for selecting technical agencies for impact evaluations.
Prioritize the publication of research papers, working/position papers, and other scholarly contributions in collaboration with stakeholders.

Candidate Specifications:
Educational Qualification
Postgraduate degree (Master's or equivalent) in Statistics, Population Studies, Demography, Development Studies, Social Sciences, or a related field is preferred.
Years of Experience
10 to 15 years of progressive work experience, preferably within the education sector.
Demonstrated expertise in:
Curriculum-aligned assessment design, execution, and documentation
Evaluation design, including Randomized Controlled Trials (RCTs) and Quasi-experimental methods
Large-scale assessments and evaluations
Past experience working with Government bodies, NGOs, technical agencies, or research-focused organizations.
Technical Skills
Proficiency in data analysis and visualization, including handling large datasets using tools such as:
SPSS, STATA, SAS, R
Power BI, Tableau, or other data visualization platforms
Ability to develop and interpret monitoring and evaluation frameworks and data-driven insights to inform decision-making.
Competencies
Ability to think strategically and translate high-level concepts into actionable plans and outcomes.
Strong numerical skills with a high level of proficiency in data analysis, synthesis, and interpretation of quantitative and qualitative findings.
