Job Description

The Master Trainer is responsible for designing, planning, and delivering capacity building/training programs for Panchayati Raj Institutions (PRIs), elected representatives and functionaries, and other stakeholders. The goal is to strengthen governance, participatory planning, implementation, monitoring, transparency, and accountability at the Gram Panchayat / Block / District level.

Key Responsibilities

Training Needs Assessment

Identify and assess training needs of PRIs, staff, elected representatives, community members. Collect baseline information and build a training plan accordingly.

Curriculum / Module Development

Develop training modules, resource materials, manuals, guides on themes like: Panchayati Raj Act, functions, powers, roles of Gram Sabha / Gram Panchayat / Sarpanch / Panch Planning & Implementation of schemes. Gram Panchayat Development Plan (GPDP) Financial management, audits, fund flows Participatory approaches, community mobilization Monitoring & evaluation, reporting Social inclusion (SC/STs, women, marginalized), gender, disability issues Behaviour Change Communication (e.g. sanitation, environment, health etc.) Use of ICT, digital tools, MIS

Training Delivery & Facilitation

Organize and facilitate training workshops, TOTs (Training of Trainers), refresher courses. Use participatory and adult learning methodologies. Ensure training sessions are interactive, context-specific, using field examples.

Mentoring & Support

Provide mentorship and support to lower?level trainers or facilitators. Conduct field visits to monitor implementation of training outcomes. Provide feedback and on?site coaching.

Monitoring, Evaluation & Reporting

Develop metrics and tools to evaluate effectiveness of training. Collect feedback and data, prepare training reports. Recommend improvements based on evaluation.

Coordination & Stakeholder Engagement

Liaise with government departments, training institutes (SIRD/PR training institutes), local bodies, NGOs. Coordinate logistics for training sessions, including selection of participants, venue, materials.

Documentation & Knowledge Management

Document case studies, best practices, training outcomes. Maintain databases of trained persons, resource persons, training events.

Continuous Learning

Keep updated with policies, scheme changes relevant to Panchayati Raj. Incorporate new content or themes (e.g. sustainability, climate resilience, e-governance).

Pay: ₹29,796.78 - ₹41,469.57 per month
