HSE Management System Development & Implementation:
Design, implement, and maintain a robust HSE Management System specifically tailored for tank container cleaning, repair, and storage operations.
Develop, review, and update comprehensive HSE policies, procedures, and work instructions for critical activities such as confined space entry, hot work, hazardous chemical handling, high pressure cleaning, working at heights, and emergency response.
Lead the development and implementation of effective control measures to eliminate or mitigate identified risks, promoting safe work practices.
Regulatory Compliance & Liaison:
Identify, interpret, and ensure strict adherence to all applicable Indian HSE laws and regulations (e.g., Environment Protection Act, Hazardous Waste (Management & Handling) Rules, Factories Act, specific Fire Safety Codes, Labour Regulations).
Manage all necessary HSE licenses, permits, and registrations, ensuring timely renewals and submissions.
Act as the primary liaison with local authorities, government bodies, and regulatory agencies for all HSE-related matters, coordinating for mutual assistance during emergencies.
Ensure compliance with all Fire Safety related norms and implementation of Loss Prevention techniques.
Risk Management & Incident Investigation:
Conduct regular, thorough, and proactive HSE risk assessments for all depot operations, including but not limited to chemical handling (acids, alkalis, solvents), confined space entry, welding/hot work, high-pressure cleaning, working at heights, and waste management.
Establish and manage a comprehensive system for reporting, investigating, and analyzing all accidents, near misses, occupational illnesses, and environmental incidents.
Lead thorough root cause analyses, recommend effective corrective and preventive actions, and ensure timely submission of required internal and external reports.
Monitor and conduct trend analysis for effective solutions and modifications to work methods or equipment.
Training & Culture Development:
Develop, organize, and deliver essential HSE training programs for employees, contractors, and visitors, covering topics like general HSE induction, confined space safety, chemical safety, fire prevention, and emergency response plans.
Drive HSE training needs analysis, prepare training plans, coordinate/deliver in-house HSE training, and maintain accurate training records.
Promote and foster a strong "safety-first," "zero harm," and "learning" culture through active involvement, continuous awareness initiatives, and HSE promotional programs.
Emergency Preparedness & Response:
Establish, implement, and regularly test comprehensive Emergency Response Procedures (ERPs) for various potential hazardous situations (e.g., chemical spills, fires, medical emergencies).
Conduct hazmat training programs and ensure the efficacy and upkeep of all emergency procedures and appliances (e.g., Fire Safety appliances) through regular mock drills.
Environmental Management:
Oversee all aspects of environmental management, including the proper segregation, storage, handling, and disposal of hazardous and non-hazardous waste.
Monitor and manage wastewater discharge and air emissions to ensure regulatory compliance and undertake necessary environmental projects to achieve targets.
Auditing & Continuous Improvement:
Conduct regular internal HSE inspections of work areas and prepare reports of observed safety hazards and violations.
Organize and coordinate internal audits and external audits, ensuring all assessment programs are up to date, followed, and pending actions are addressed.
Continuously monitor, collate, and analyze data for trend analysis and statistics to achieve continual improvement across all aspects of HSE and related personnel training.

Educational Qualification (min)
Graduate or Post-Graduate in Engineering (Environmental, Chemical, Mechanical, or Industrial Safety preferred), Occupational Health & Safety, or a related technical field.
Preference for NEBOSH International General Certificate (IGC) or equivalent recognized safety qualification with at least 400 hours of specialized safety training.
Experience
Minimum of 3 years of progressive experience in HSE functions, with a leadership/managerial position.
Proven experience in an industrial setting, ideally within ISO Tank Container cleaning/repair, Warehousing, chemical manufacturing, logistics, or hazardous material handling.
Must have a strong understanding of HSE risks and controls related to chemical handling, confined spaces, hot work, and heavy equipment operations.
Demonstrated track record of developing and implementing robust HSE management systems and achieving regulatory compliance in India.
