Position Overview



As the

Senior Manager - HR

, you will be the highest-ranking HR leader in the organization. You will be responsible for developing and executing all HR strategies, ensuring legal compliance, building a high-performance culture, and overseeing end-to-end human resource operations across all units. The position is

based at Rayagada

, with regular coordination across the four plant locations.

Key Responsibilities



1) HR Strategy & Leadership



Lead and implement company-wide HR strategies aligned with short-term and long-term business goals. Act as a strategic partner to senior management for organizational development and workforce planning. Formulate HR policies in line with industry best practices, company culture, and legal compliance. Develop and review the organizational structure to support future expansion and productivity. Design and implement HR initiatives for organizational change, digital HR transformation, and process improvements. Build a strong employer brand by promoting company values and work culture across all levels. Establish HR KPIs and regularly monitor performance, engagement, and attrition trends. Provide strategic input on budgeting for HR and manpower costs.

2) Recruitment & Staffing



Develop annual manpower budgets and resource planning for all four sites: Lakshmipur, Bandhamandi, Bainibasa, and Birida. Oversee full-cycle recruitment: job descriptions, sourcing, interviewing, selection, onboarding, and orientation. Collaborate with external agencies and technical institutes for skilled workforce acquisition. Implement structured onboarding programs and induction modules for new joiners. Build and maintain a talent pool pipeline for critical and high-risk roles. Ensure timely replacement of resigned or terminated staff without affecting plant operations. Monitor staffing compliance (contractor headcount, skill level, safety certifications). Initiate internal job postings (IJP), promotions, and transfers in a transparent and merit-based manner.

3) Industrial Relations & Compliance



Maintain cordial and proactive relations with employees, unions, contractors, and local communities. Ensure complete compliance with applicable

, etc. Conduct regular audits for statutory compliance in coordination with legal and audit teams. Handle labour inspections, court matters, conciliation proceedings, and government interactions. Frame and revise Standing Orders, HR Manual, and disciplinary procedures in compliance with law. Prevent and resolve conflicts, disputes, and strikes with tact, fairness, and diplomacy. Drive awareness on POSH (Prevention of Sexual Harassment) and ensure a safe workplace for all. Keep track of license renewals and liaison with pollution board, labour office, and local authorities.

4) Training & Development



Identify skill gaps through Training Need Identification (TNI) for permanent, contractual, and managerial staff. Conduct regular training sessions on soft skills, safety, technical know-how, and statutory awareness. Coordinate with external trainers, consultants, and industry bodies for advanced capability building. Develop career development plans for key talent and high-potential employees. Promote cross-functional training, leadership development, and inter-unit exposure programs. Evaluate training effectiveness through feedback and performance improvement metrics. Establish a digital library or LMS (Learning Management System) for on-demand training.

5) Performance Management



Lead the implementation and continuous improvement of performance appraisal systems. Develop a fair, measurable, and transparent KPI-based performance evaluation process. Train managers and department heads on performance feedback and improvement plans. Drive implementation of reward and recognition schemes across all levels. Link performance with increments, promotions, and training requirements. Analyze performance trends and create individual development plans (IDPs). Conduct annual and mid-year appraisal cycles with proper documentation and communication.

6) Employee Engagement & Welfare



Plan and execute regular employee engagement programs: sports events, festival celebrations, team outings, suggestion drives, etc. Design and roll out employee surveys, feedback systems, and communication channels. Develop policies related to housing, transportation, uniforms, safety gear, education support, and medical facilities. Monitor and improve workers' living conditions at site camps and dormitories. Ensure transparent grievance redressal, helpdesk support, and employee counseling. Collaborate with CSR teams for welfare activities involving employee families and communities. Create wellness programs focused on physical health, mental well-being, and work-life balance.

7) Disciplinary & Grievance Handling



Establish a clear, fair, and timely grievance redressal process with defined escalation levels. Conduct domestic inquiries, disciplinary actions, and exit interviews in a legally compliant manner. Counsel employees facing stress, conflicts, or behavioural issues. Coordinate with legal team and union representatives for complex disciplinary cases. Ensure that workplace misconduct, absenteeism, or violation of rules is managed with zero tolerance. Keep documentation of all complaints, inquiries, and resolutions securely and confidentially.

8) Documentation & MIS



Maintain an up-to-date HRMS (Human Resource Management System) with accurate records on: Employee master data Attendance & leaves Contracts & renewals Salary revisions Transfers & promotions Ensure timely submission of statutory returns (ESI, PF, bonus, gratuity, professional tax). Create and share HR dashboards, hiring reports, attrition analysis, and cost-to-company statements. Generate monthly and quarterly manpower MIS for internal review and management reporting. Track HR metrics such as absenteeism, retention, grievance redressal time, training hours per employee, etc.

Desired Profile



1) Qualifications



Master's Degree in Human Resource Management / Industrial Relations / MBA (HR) or equivalent.

2) Experience



Minimum 12-15 years of experience

in HR roles, preferably in

mining, manufacturing, or industrial sectors

. Strong background in

labour law compliance

, union handling, and large-scale workforce management. Experience in handling

multi-location HR operations

is preferred.

3) Skills & Attributes



Sound knowledge of

Factories Act, Labour Acts, Mines Act, ESI, EPF, Contract Labour Regulation

, etc. Excellent communication (Odia, Hindi, English preferred), leadership, and interpersonal skills. High emotional intelligence, ethical mindset, and result-oriented approach. Comfortable with field visits and plant-level interactions.
