Currently over 150 researchers are working with WRI India in our offices at Delhi, Mumbai and Bengaluru. About the Role: To ensure we are equipped to understand how all our programs are contributing to the longer-term impacts of the organisation, and to track how we are delivering outcomes that we have committed in our grants, we are hiring a Planning, Monitoring, Evaluation, and Learning (PMEL) Specialist for WRI India.

Over the next few years WRI India will accelerate a ?step change? in Planning, Monitoring, Evaluation and Learning (PMEL) practices and culture, to enhance programmatic effectiveness and demonstrate impact. The specific goals of the step change in PMEL are to have:
1. robust, evidence- based theories (ToC) of change for programs and projects that are easily accessible for staff and partners to facilitate shared understanding and learnings
2. intentional pause and reflect cycles to review ToCs and M&E data, discuss the learnings and changes needed to achieve the results in the strategic plan
3. sufficient PMEL specialist capacity in every WRI team to support timely, evidence-based, adaptive management
4. WRI India results that are easily verifiable, where contribution is well understood and WRI India?s commitment to address social inequalities is reflected in the results
5. Iterative cycles of evaluation that support ongoing reflection and learning, systemization and publication of lessons learned

The role will require strong experience with building PMEL approaches in the research and policy action space. A broad understanding of the India development landscape would also be useful.

This position will be housed in WRI India?s Executive Office and have the support of a PMEL Community of Practice in the WRI network. How your day will unfold: The role is expected to support the institutional understanding and integration of PMEL principles and approaches to our work, and to establish best practices in MEL. This will require collaboration with all WRI India?s program teams to integrate the PMEL into ongoing and upcoming projects. Key responsibilities include:
  • Conduct a review of the portfolio (current and new proposals) to assess integration of PMEL principles and approaches, and capacity to implement.
  • Support planning and reporting processes for the India office, that are used to set strategy and recommend actions to better measure and capture impact. Support programs to ensure effective monitoring and evaluation frameworks are adopted to understand the outcomes and impacts of our work, and that there are iterative feedback loops to incorporate learning into the strategic planning process.
  • Offer PMEL support to select program teams, that will include program design, development of theories of change, building measurable indicators, and establishing monitoring (and learning) processes.
  • Support program teams to utilize PMEL systems and create sound data management practices.
  • Develop and offer knowledge sessions, as needed.
  • Track the progression of PMEL for the India office, developing necessary criteria for this assessment, and capturing learnings from implementation of PMEL processes.
Qualifications And Requirements We Seek:

  • 7 to 10 years of full-time work experience with demonstrated involvement in PMEL, project design and strategy development.
  • Master?s degree in public policy, economics, political science, environmental studies, or related field.
  • Demonstrated experience and expertise in program design and monitoring, evaluation and learning, developing theories of change, strategy development, results frameworks, change management or related subject areas.
  • Demonstrated experience conducting gender analyses, political economy analyses, baseline assessments, or other project or program planning assessments.
  • Extensive experience utilizing good practices in identifying the rationale for the research methodology, developing protocols and safeguards for data collection and management, communicating results transparently, etc.
  • Strong quantitative and qualitative analytical skills.
  • Excellent communication skills ? both written and oral.
  • Attention to detail.
  • Demonstrated experience in working on multiple projects.
Demonstrated experience in working with the team and independently. Duration: Term hire for a period of 1 years which is extendable at the discretion of WRI India

Location: New Delhi, Bengaluru and Mumbai

Salary and Benefits: 15,00,000 INR to 18,00,000 INR CTC Per annum
