Designation: Manager - Business Development

Role Purpose:



The Manager - Bid Management will be responsible for end-to-end management of government tenders and bids, with a strong focus on Government e-Marketplace (GeM) and other government procurement portals. The role requires hands-on expertise in bid participation, techno-commercial compliance, reverse auctions, and stakeholder coordination, ensuring high-quality, compliant, and competitive submissions aligned with Asteria Aerospace's UAV and drone-based solutions.

Preferred Background:


Candidates who have worked as a full-time employee with Government e-Marketplace (GeM) will be strongly preferred. Prior exposure to Defence, MHA, and PSU procurement environments is highly desirable.

Key Responsibilities:

1.

GeM Portal & Government Tender Management:End-to-end ownership of GeM portal operations including product/model uploads, updates, and catalog management. Timely participation in GeM bids (BOQ, L1/L2, direct purchase). Active monitoring and participation in Reverse Auctions (RA). Tracking updates, notifications, policy changes, and SOP revisions on GeM.


2. Tender Evaluation & Techno-Commercial Documentation:In-depth study of QRs, RFPs, RFQs, and tender documents. Coordination with Engineering, Pre-Sales, Regulatory, Operations, Finance, and Legal teams. Preparation of technical compliance statements, deviation matrices, commercial formats, declarations, and undertakings. Ensuring zero non-compliance submissions.


3. Multi-Portal Tender Participation:Participation in tenders on Defproc (MoD), Central and State eProc portals, and PSU portals. Tracking portal-specific timelines, documentation, and submission protocols.


4. MIS, Repository & Knowledge Management:Creation and maintenance of tender MIS covering technical, commercial, and outcome data. Development of reference repositories for standard documents, past bids, and QR interpretations.


5. Business Reporting & Management Updates:Preparation of weekly and monthly business updates in PowerPoint and Excel. Tracking bid status, wins/losses, RA outcomes, and pricing benchmarks.


6. Competition & Market Intelligence:Competition mapping of UAV/drone models on GeM and other procurement platforms. Analysis of competitor specifications, certifications, and pricing trends.


7. Customer & Stakeholder Interaction:Interaction with key Defence, MHA, and PSU customers for clarifications and representations. Professional engagement with senior government officials during pre-bid and post-bid stages.

Key Skills & Competencies:

Strong hands-on expertise in GeM portal operations. Thorough understanding of government procurement processes. Excellent techno-commercial documentation skills. Proficiency in MS Word, Excel and PowerPoint. High attention to detail, compliance orientation, and ability to work under tight deadlines. Strong interpersonal skills and professional demeanor suitable for defence customers.

Educational Qualifications:

Bachelor's degree in Engineering, Management, Commerce, or equivalent. MBA / PGDM preferred.

Experience:

10+ years of relevant experience in bid management or government procurement. * Mandatory exposure to GeM portal operations, preferably as a full-time GeM employee.
