Culmen International, LLC is seeking a qualified independent contractor/consultant Legal (Mobile) Instructor – Train and Equip Rule of Law
The ideal candidate will possess:

  • Education: A Juris Doctor’s degree from an accredited college/university (or other similar advanced legal degree such as an LLB of Master of Laws (LLM)) from an accredited college or university
  • Experience:
    • Minimum of ten (10) years of experience working in international law.
    • Minimum of five (5) years’ experience in applying international and domestic law to cyber security operations or the cyber domain.
    • Must have experience teaching advanced academic courses and presenting professional briefings/reports related to proposed topics.
    • Experience in leading and conducting courses with an international audience similar in size and composition to the audience anticipated for this event.
    • Recent and relevant international instructional and research experience in aspects of international law relating to cyber security and internet freedoms. Recent experience is defined as within the last two years. Thorough knowledge, experience, and current research in the identified legal aspects of cyber security operations topical areas is required.
    • Specific subject matter expertise and experience in cyber security operations, HR, IHL, rule of law in the cyber domain, and internet freedoms must be demonstrated. Evidence of specific knowledge shall include, but is not limited to, verified work experience, published papers (from peer reviewed professional journals), contributions to reports, presentations related to the subject matter.
    • Ability to communicate multifaceted issues in an effective manner, discuss complex problems, conduct analysis, and recommend comprehensive solutions.
    • Ability to work effectively in a dynamic team instructional environment.

Job Detail and Location: This critical position requires the curricula development and course delivery to three (3) countries in Asia. Candidate will apply current and extensive subject matter expertise to assist in preparing and delivering a five (5) day program of instruction that (a) incorporates government-provided HR and IHL instruction materials (16 hours of material delivery of which is mandated under Section 333 of Title 10 of the U.S. Code), and (b) includes complementary curriculum content focused on HR, IHL, rule of law and internet freedom issues relevant to the cyber domain, pursuant to consultation and coordination with relevant DIILS personnel. The program of instruction, including presentations, instructional scenarios, discussion problems and other curriculum content, must be tailored to partner nation context and the objectives of the Section 1256 Cyber Pilot.
