Job Summary:
We are looking for a highly experienced GEM Executive with complete and expert-level knowledge of the Government e-Marketplace (GeM) portal. The role requires full ownership of the company's operations on GeM, including product listing, bid participation, order execution, compliance, and communication with government departments.
Key Responsibilities (Full Ownership of GeM Operations):
1. GeM Portal Management:
Register and maintain company and employee profiles on GeM.
Ensure all documentation (PAN, GST, Authorizations, etc.) is up to date and compliant.
Upload and update product/service catalogs with accurate technical details, images, and pricing.
Map products to correct categories and attributes.
Monitor product visibility, keyword optimization, and catalog health.
2. Tender/Bid Management:
Track and evaluate all relevant bids, tenders, RA (Reverse Auctions), and Bids published on GeM daily.
Prepare and submit technical and financial bids independently.
Ensure all bid documents are prepared as per government norms and within deadlines.
Handle pre-bid queries, clarifications, and post-bid communications with buyers.
3. Order Management:
Accept and process Purchase Orders (POs) with coordination between logistics, accounts, and dispatch teams.
Create and manage e-invoices, delivery challans, and shipping documents via GeM portal.
Track order fulfillment, delivery timelines, and upload proof of delivery (PoD).
4. Payment & Reconciliation:
Generate invoices as per GeM norms.
Track payment status and follow up on delays through PFMS or buyer departments.
Handle all documentation required for payment release and maintain records for audit purposes.
5. Compliance & Governance:
Ensure 100% compliance with GeM terms and conditions, including service levels, return policies, warranty terms, etc.
Stay updated on all GeM notifications, changes in rules or processes, and implement them immediately.
Avoid any non-compliance penalties or blacklisting situations.
6. Customer & Buyer Interaction:
Communicate with government buyers (Central/State Departments, PSUs, etc.) for clarifications, support, and feedback.
Resolve any disputes, grievances, or complaints raised via GeM.
Maintain a professional and responsive approach in all communications.
7. Reporting & Documentation:
Maintain detailed records of tenders, bids, orders, invoices, payments, etc.
Prepare weekly/monthly performance reports and analysis.
Track KPIs like success rate in tenders, order value, turnaround time, and portal health.
? Required Skills & Expertise:
100% functional knowledge of the GeM portal (V3 or latest version).
Deep understanding of public procurement guidelines.
Strong experience in bidding, auction participation, and PO management.
Advanced MS Excel and document preparation skills.
Good communication skills in English and Hindi (written and verbal).
Experience handling legal and compliance issues related to Gem.
Qualifications:
Graduate/Post-Graduate in Business Administration, Commerce, or related field.
Minimum 3-5 years of hands-on experience in GeM operations.
Experience dealing with Central Government Ministries, PSUs, or defense procurement is a big advantage.
