The Public Health Foundation of India (PHFI) is working towards building a healthier India. Project Brief:

PHFI has been selected by the MOHFW to provide technical services as Independent Verification Agency (IVA) for \xe2\x80\x9c India\'s Enhanced Health Service Delivery Program (EHSDP)\xe2\x80\x9d and \xe2\x80\x9cTransforming India\'s Public Health Systems for Pandemic Preparedness Program\xe2\x80\x9d (PHSPP) under World Bank support. \xe2\x80\x9d DLIs are selected targets to measure progress in outputs and outcome of the program and are predefined and agreed on by the Bank and the Government of India. The achievement of the target is required to trigger payment from the Bank to MOHFW. PHFI will serve as the IVA for five years. PHFI \'s role would be to carry out independent verification of achievement of each Disbursement Linked Indicator reported by MOHFW for each disbursement claim under the program using the verification protocol to corroborate the stated facts in the DLI Claim Letter issued by MOHFW as the starting point for the verification according to a schedule to be agreed with MOHFW and the World Bank and thereby confirming whether the target has been met or not. MOHFW would aid PHFI in ensuring that the relevant departments will fully cooperate and provide all the necessary information and access to data to the team on time. PHFI will prepare and submit independent verification reports to MOHFW in a format that is mutually acceptable to both MOHFW and the Bank.

This position is based at National level. S/he will report to the Team Lead. The position will require travel within the country as per need.

Deliverables:

  • Work closely with the Team lead and other key experts for data extraction from various platforms - HWC/ HMIS/ IDSP portals etc. and provide necessary inputs for review and DLI verification.
  • Ensure interoperability of data systems for improved capacity building, response, and preparedness for various stakeholders
  • Review the structure, and resources of the IHIP-IT units at MoHFW & NCDC including the Physical Space, Software Hosting Capacity, Team Composition, Data Policy Laws & Regulations, and Healthcare Software Laws & Regulations
  • Review and verify the wireframes and detailed description of platform features and user interface (IDSP/IHIP-IT units/portals) including an interface for display of relevant data, country/state/district information, and other multimedia (outbreak alerts, interactive maps, etc.)
  • Examine data for inconsistency, follow up with states for relevant data from HMIS for DLI verification
  • To compile reports based on data analysis using statistical tools such as SPSS, SAS, STATA
  • Technical support and general troubleshooting
  • Need based travel required
  • Assist with installations and technical support of new hardware\'s and software\'s and help train the team, data protection
  • Generating and exporting data, repots, spreadsheets and documents as required.
  • Experience of working with MOHFW/state-level with department of Health and Family welfare.
  • Basic Knowledge of documentation, maintaining data bases, secure data storage is required.
  • Perform any other relevant task assigned by Team Leads/Project Lead
Qualification:
  • Post Graduate Degree in Public Health, Statistics, Social Science or MBBS/MPH or MBA (IT) or BE/B.Tech (Information Technology/ Informatics/Computer Science)
Experience:

Essential:
  • More than 5 years of experience in data management and data analysis
  • Excellent IT communication, leadership and management skills.
  • Proven track record of maintaining IT structural integrity Proficiency in data capturing and use of software\'s including spreadsheets, MS office, MS Access, SPSS, STATA, etc.
  • Ability to manage and process high volumes of data;
  • Assess infrastructure on regular basis and Manage daily IT operations
  • Good understanding of different data bases
  • Good understanding of HMIS and other data portals such as IDSP and HWC portal
  • Excellent typing abilities, and Excellent spoken and written English and Hindi skills
Desirable:
  • Preference will be given to candidates with working knowledge of HMIS data/IDSP, HWC portal etc.
