Job Description

Our client has appointed a consulting firm under a technical assistance (TA) grant. The TA aims to help increase railway modal share in India by (i) reviewing the existing tariff policy in the Indian Railways, (ii) developing policy reforms to enhance domestic container traffic and parcel traffic through railways, (iii) developing a strategy to introduce semi-highspeed and highspeed trains on selected routes, (iv) developing capacity to collect market intelligence on competing modes of transport, and (v) supporting the Ministry of Railways (MOR) in strengthening its business development units (BDUs).
Our client intends to appoint an International Railway Advisor to guide the TA consulting firm and to liaison with the Ministry of Railways.
This is an intermittent assignment with 60 Work Days from estimated start date 1st September 2025 to estimated end date 30th June 2026.
This Job closes Friday 15th August 2025.
The International Railway Advisor will provide technical advice during (i) key meetings with the client, government and other stakeholders; (ii) review technical outputs and monitor progress of consulting firm; (iii) participate in knowledge dissemination workshops/events; and (iv) provide liaising role with key railway officials in the Ministry of Railways, as needed.
Scope of Work
The International Railway Advisor shall more specifically undertake the following activities:
I. Participate in key meetings between the TA consulting firm and Ministry of Railways involving Additional Member / Member.
II. Review the outputs of the TA consulting firm.
III. Assist the TA consulting firm in liaising with Railway Board officials, in case there are bottlenecks.
IV. Participate in meetings between the TA consulting firm and the client.
V. Participate and contribute to knowledge dissemination events/workshops
VI. Travel with the TA consulting firm to zonal railways offices as required
VII. Report periodically to the client on the progress of the TA

Job Requirements
The Railway Expert should have deep knowledge and experience in railways sector. Past working experience in railways sector in five or more countries is required. Experience in South Asian countries is preferable. Past working experience with Ministry of Railways, Government of India is desirable. A minimum of 20 years of relevant work experience and a total of 25 years of experience is necessary. A post graduate degree in management/finance and an undergraduate degree in engineering is required.
Minimum General Experience: 20 Years
Minimum Specific Experience (relevant to assignment): 20 Years
Regional/Country Experience: Required
