Purpose of Consultancy





The United Nations Population Fund (UNFPA) is the leading United Nations sexual and reproductive health agency. With a focus on promoting sexual and reproductive health, and reproductive rights, and gender equality, UNFPA's India Country Office collaborates closely with the Government of India and various partners to advance the goals outlined in the International Conference on Population and Development (ICPD) Programme of Action and the Agenda 2030. To support UNFPA Odisha in Sexual and Reproductive Health and Rights (SRHR) interventions, specifically by strengthening the Family Planning initiatives in Odisha. This will also include providing technical and programmatic support strengthening the programme rollout of newer contraceptive methods--sub-dermal Single rod subdermal implants and SC-MPA--in intervention districts. The consultant will provide clinical and programmatic support in close coordination with NHM, Directorate of Family Welfare (DoFW), UN agencies, and other stakeholders. S/he will play a pivotal role in expanding the basket of contraceptive choices, building capacity of service providers, strengthening service delivery, and actively contributing to increasing method uptake, addressing operational bottlenecks, and thereby improving the uptake of FP services.




Scope of work:

I. Technical Support for FP Programme






Provide technical and programmatic support for Family Planning initiatives in Odisha including the rollout, scale-up, and sustained service delivery of new contraceptives (sub-dermal hormonal contraceptive implants and DMPA-SC) in UNFPA-supported districts.


Offer inputs in the development and review of training curricula, clinical protocols, job aids, SOPs, and IEC materials in line with national and global standards and develop Odisha specific resource materials.


Conduct site visits to provide mentoring support to the trained providers, through supportive supervisory visits, and ensure compliance with quality of care standards, counselling protocols, and clinical safety measures.


Coordinate with the District facilitators and develop a comprehensive plan for the roll out of the FP/SRH interventions in the priority districts.


Map the various SRH interventions planned in the NHM PIP for the priority districts in Odisha and track the progress of these interventions.


II. Capacity Building of Service Providers on FP methods






Develop a detailed database of the service providers and functionaries in the UNFPA priority districts in the area of FP/SRH and track the orientation of the functionaries.


Coordinate with the District facilitators of the districts for developing a detailed data base of the various health institutions and the human resources trained on new contraceptives.


Design and facilitate training and mentorship for service providers (MO, ANM, LHVs) on screening for client eligibility screening, counselling, build clinical competency on the FP methods especially on provider initiated methods including follow-up, and managing side effects.


Identify and address training and capacity-building needs for SRH/FP and health system strengthening.


Coordinate with NHM, training institutions, and technical resource teams to strengthen training capacity.


Conduct post-training follow-up to reinforce competencies, troubleshoot challenges, and improve provider confidence and motivation.


III. Stakeholder Engagement and Review Facilitation




Liaise with NHM, DoFW, development partners, and district-level stakeholders to ensure seamless implementation and scale-up of newer contraceptive interventions.


Facilitate technical sessions and presentations during review meetings and stakeholder consultations to share progress, address bottlenecks, and align strategies.


Actively participate in state and district task force/technical working group meetings related to family planning and SRHR.


IV. Increasing Uptake of the modern contraceptive methods




Identify barriers to uptake--such as myths, supply gaps, provider bias, or counselling gaps--and develop actionable strategies to address them.


Support demand generation through provider sensitization, behaviour change communication, and integration of newer methods into routine services.


Track trends in acceptor numbers and new user additions; recommend adaptive strategies to reach underserved populations, including adolescents and postpartum women.


Promote data-informed decision-making by analyzing uptake patterns and service delivery gaps.


V. Strengthening SRHR Interventions




Contribute to strengthening UNFPA's broader SRHR programming in Odisha, ensuring newer contraceptive methods are well-integrated across platforms like adolescent health, maternal health, and outreach activities.


Identify entry points and innovations to mainstream newer methods into existing RMNCHA+N interventions and platforms such as urban health, tribal outreach, or mobile medical units.


Undertake visits to the UNFPA focused districts and provide supportive supervision to the various interventions in the districts.


Document promising practices, success stories, and lessons learned for scaling in other geographies.


VI. Monitoring, Documentation, and Reporting




Conduct regular monitoring visits, gather field insights, and report implementation progress to UNFPA Odisha.


Support in preparation and timely submission of progress reports and per donor and UNFPA requirements.


Maintain structured documentation of training events, review meetings, mentoring sessions, and user experience feedback.


Support preparation of policy briefs, technical updates, and presentations for internal and external dissemination.


Compile the report of the district facilitators and progress of the interventions in the priority districts and share it with State Head and programme officials of UNFPA State and Country level.


Ensure Co-ordination between partner organizations, NHM, UNFPA and District administration, wherever necessary to facilitate the interventions under the guidance of State Head


Develop and ensure seamless execution of project implementation plans with clear actionable steps on a monthly, quarterly and yearly basis.


Track and monitor the Supportive supervision visits of the district facilitators of the UNFPA focused districts.


Develop progress reports ,reports, presentations and trends of the various indicators of the UNFPA focus districts.


Prepare regular reports, documenting progress, lessons learned, and best practices.


Ensure timely preparation and compilation of the Project Annual/Quarterly Work Plans and Progress/narrative and financial reports and its submission, in line with the agreed terms.

Qualifications and Experience




Education





MBBS degree (mandatory); Postgraduate qualification in Public Health/Community Medicine/Obstetrics & Gynaecology (desirable)


Knowledge and Experience

:


Minimum 3-5 years of relevant experience in family planning, contraceptive services, and SRHR programmes


Proven expertise in training, mentoring, and clinical supervision related to contraceptive services


Experience working with government health systems; prior engagement with UN agencies or development partners is desirable


Familiarity with Odisha context and public health delivery systems preferred

Languages:




Fluency in written and spoken English. Knowledge of Odia language will be an advantage.
