The World Bank\'s India Poverty and Equity program is diversified and exciting. In this context, the Poverty and Equity Global Practice leads and contributes to a wide range of operational and analytical activities to support the country program\'s focus on promoting shared prosperity and resuming poverty reduction on a livable planet.

The India Poverty and Equity program involves a broad range of areas. The following strands of work can be identified:

(i)Supporting country engagement through better measurement and monitoring of key socio-economic welfare indicators
(ii)Promoting effective policy through timely and relevant analytics
(iii)Supporting inclusive and effective operations

The Poverty & Equity Global Practice unit in South Asia is seeking to hire an exceptional individual to work in a diverse team with a strong foundation in economics and applied microeconomic skills, and clear and current evidence of technical and analytical leadership.

The position will be based in New Delhi, India, with travel within the country and occasionally to Washington, DC, and other parts of Asia. The Senior Economist will report directly to the Poverty & Equity GP SAR Practice Manager based in Bangkok and work closely in collaboration with the team lead based in Washington DC as well as other members of the India, SAR, EFI, and Poverty and Equity team. Like all members of the GP, he/she will be expected to contribute to the global knowledge base of the practice.

Specific Responsibilities

  • Conduct policy-relevant analytical work on poverty and equity, where relevant, in collaboration with internal and external clients, with a view to (i) build the evidence base and support for the analysis, (ii) continuously disseminate findings, and (iii) raise capacity for analytical activities among external clients (and partners).
  • Support the use of analytical work in policy dialogue, in particular by (i) leading or contributing to efforts to develop and use innovative data sources and leveraging ICT; (ii) leading or contributing in-depth work on sub-national data generation and analysis to support dialogue on improving equity of economic development and service delivery across the country.
  • Contribute to operational and analytical activities of other GPs, in particular by: (i) producing tailored analytical pieces, including, for example, contributing to vision pieces on poverty and inequality reduction and the private sector\'s contribution to inclusive growth and poverty reduction; (ii) being a co-TTL / team member of tasks led by other GPs.
  • Contribute to analytical and advisory activities supporting the broader program in the CMU and practice, which may include supporting activities across the country and sometimes the region.
Selection Criteria

Minimum Education/ Experience

Master\'s degree (Ph.D. preferred) in economics, public policy, or other related field, with a solid quantitative background, preferably with at least eight years of related experience or an equivalent combination of education and experience.

Other Selection Criteria
  • Working knowledge and experience in poverty, inequality, gender, fiscal, social inclusion analysis, statistical system strengthening and development, geospatial tools and analysis, big data, and data generation and use innovation.
  • Demonstrated ability to build and maintain strong working relationships with government clients and development partners; track record in donor management and resource development.
Required Competencies
  • General Economic Knowledge and Analytical Skills - Cross-country knowledge in economic specialty and demonstrated ability to link the macro, institutional, and micro-level behaviors; able to support findings/policy recommendations with credible analysis and tools.
  • Applied Microeconomic Skills and Experience - Able to conduct technical analysis and translate this analysis into recommendations for programs, policies, and strategies for poverty reduction and shared prosperity; proven ability to lead analytical and advisory services or operational work in core areas.
  • Knowledge and Experience in Development Arena - Translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients at the policy level.
  • Policy Dialogue Skills - Anticipates needs and requests from clients and conducts independent policy discussions with representatives of the government and non-government partners
  • Integrative Skills - Understand how relevant cross-sectoral areas are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
  • Lead and Innovate - Develops innovative solutions with others.
  • Deliver Results for Clients - Achieves results and identifies mission-driven solutions for the client.
  • Collaborate Within Teams and Across Boundaries - Initiates collaboration across boundaries and broadly across WBG and brings differing ideas to the forefront.
  • Create, Apply, and Share Knowledge - Creates, applies, and shares knowledge from across and outside WBG to strengthen internal and/or external client solutions.
  • Make Smart Decisions - Recommends and takes decisive action.
  • Excellent written and oral communication skills in English and Spanish; strong skills in writing policy briefs, presentations, and other policy-relevant knowledge products for a wide range of target audiences.
