About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP's health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Team Leader - HR Systems Strengthening will work closely with the government counterparts in Dept. of Medical Education and Training including the Secretariat, Directorate, State Medical Faculty, Nursing and Midwives Council and other partners to improve the quality of Nursing and Midwifery students and professionals in the State with specific focus on pre-service education. This includes understanding complex policy interactions, role of various stakeholders and developing appropriate policy proposals, systems and the capacity of GoUP for sustainability.

She/he is expected to provide high quality techno-managerial inputs and lead a lean team of high potential individuals to contribute effectively towards quality accreditation, quality improvement of Nursing colleges, and competency development frameworks for Nursing and Midwifery Professionals in the State.

Key Responsibilities:

Key Deliverables expected from the Job Role:

- Identify key gaps in the system for optimal functioning of pre-service regulating bodies such as UP State Medical Faculty and UP Nursing and Midwifery Council

- Develop and support GoUP in implementing competency development frameworks based on Indian Nursing Council approved curriculum for Nursing and Midwifery students and professionals in the State

- Provide expertise and support to the relevant government stakeholders in implementing best practices for high quality nursing education

- Support in Quality Accreditation and Quality Improvement initiatives for Nursing and Allied Healthcare Professionals with focus on systems strengthening

- Build capacity of relevant government stakeholders and organizations for sustainability

- Ensure appropriate development of the team members to increase quality of support to GoUP

Key Inputs expected from the Job Role:

- Conduct rapid research of best practices from other States, research literature and international practices on key system strengthening components

- Develop appropriate policy proposals in a participative approach through effective liaising with internal and external stakeholders (including government and other health partners)

- Follow up with concerned government officials to ensure appropriate proposals are moved in a timely manner

- Set up systems and processes for smooth coordination with the various stakeholders including a regular cadence of meetings, timelines etc.,

Miscellaneous:

- Any other work given by the line manager or organization from time to time

Work Experience:

Essential experience:

- At least 4 years working with government/development/consulting sector projects mandatory

Preferred experience:

- Consulting experience with public health or government or development sector projects shall be strongly preferred

- Experience working in the education sector with an understanding of competency frameworks shall be preferred

Education:

Required Qualification:

- PGDM/MBA in Human Resource Management or equivalent from Tier-1 institutes
