Job Description


Amentum, in partnership with ICITAP, is searching for an experienced warden, assistant warden, or other senior level corrections manager to serve as a Senior Corrections Advisor (SCA) to provide technical assistance to Maldives Correctional Service (MCS) and other associated Maldives government agencies. The position will be a temporary duty deployment (TDY) based in Mal , Maldives for up to one year. The ICITAP SCA will work with the Maldivian government, specifically the MCS, to develop and implement strategies, policies, and procedures to manage terrorist and extremist inmates, to include returning foreign terrorist fighters. Terrorist detention management procedures will incorporate international best practices and human rights standards. The existing MCS classification and risk-assessment system will also be improved to support the management of terrorist and extremist inmates. Systems will also be implemented to expand prison intelligence capacities and to establish cross-government information sharing to better inform the MCS and other agencies of the extremist behaviors of inmates and detainees as well as obtaining valuable information to ensure proper placement of inmates and detainees within the MCS system. Concurrently, the MCS intelligence system will be further developed to increase the capacity to collect, evaluate, and apply intelligence in the management of terrorist and extremist inmates. JOB DUTIES AND RESPONSIBILITIES: Collaboratively work with the MCS and other government agencies to jointly manage terrorists and extremist inmates (including FTFs) compliant with international human rights and best correctional practices. Assist the MCS to improve the existing assessment instrument to determine the risk level and degree of radicalization of terrorist and extremist inmates in the prisons. Develop curricula and provide training to selected MCS staff on experienced-based terrorist and extremist management policies, procedures, and practices. Promote the role of the senior prison staff in the improving the sharing of inmate information throughout the Maldivian criminal justice system. Prepare formal written reports that document progress toward the goals and objectives of the project. The SCA shall innovatively plan, lead and direct individuals, as well as efficiently and effectively manage a dynamic array of corrections development programs designed to discourage violent extremist activity in host country prisons and detention centers. The SCA shall promote and support the U.N. Standard Minimum Rules for the Treatment of Prisoners (Mandela Rules). The SCA must effectively communicate both verbally and in written form. The SCA must manage professional work relationships across multiple organizational levels. The SCA must have the ability to manage cross-culturally to establish effective working relationships with host country officials at various levels of government. The SCA must provide continuous and measurable program updates and results associated with assigned work performed in host country correctional facilities as required by his/her assigned supervisor and other national and/or international stakeholders. The SCA shall have the ability to develop comprehensive correctional assistance plans with a clear and direct focus for countering violent extremism in host country prisons and detention centers. The SCA must assist the MCS to develop, implement and manage processes for program sustainability. The SCA must ensure that all activities are complementary to, and integrated into, other assistance efforts funded by the United States Government. REQUIRED SKILLS AND QUALIFICATIONS: Ability to obtain and maintain a DOJ issued Public Trust Waiver. 15 years of correctional experience in various assignments, including 7 years demonstrated experience in senior leadership positions in a prison or correctional program. At least ten years of experience in correctional operations, rehabilitation management, organizational development, planning, and training is preferred. Experience working in a high-security state or federal prison housing violent and difficult to manage offenders are incarcerated is preferred. Overseas experience preferred. The SCA shall be adept in executing programs and services such as high-risk prisoner management. Bachelors or Master s Degree in a criminal justice or an associated field of study. An excellent understanding of processes for developing correctional agencies from the ground up and developing relevant policies and procedures. Experience advising executives at state or federal levels on correctional issues and establishing personnel management and budget management systems. Training experience in problem resolution methodologies. The SCA shall possess a keen understanding of all aspects of corrections operations that will include, but is not limited to prison or detention facility leadership and supervision, management and custody of high risk security individuals, special segregation housing, crafting of internal and external security procedures and features, administration functions, logistics, facilities maintenance, intelligence, internal audits and standards, communication functions, staff training and prisoner transportation. Experience working with a prison intelligence unit for the purpose of establishing basic intelligence operations. DESIRED QUALIFICATIONS: Preferably, have executive-level experience as a prison warden or higher International corrections experience is preferred.
