Qualification and Experience Requirement of HSE Engineers:



Graduate/Diploma in Civil /Electrical/Mechanical Engineering with Advanced Diploma in Industrial Safety from RLI/CLI and a minimum of 4-5of relevant experience in safety management for high-rise building construction activities.

Duly signed resumes of candidates should be forwarded in word/pdf format for interview/acceptance before deputation at site.

Detailed Scope of Work for HSE Engineer



1. Introduction

As per scope of work HSE Professional shall be responsible for overseeing the overall safety performance of construction projects. This role involves monitoring contractor compliance, guiding and assisting contractors, ensuring adherence to safety regulations, reporting to the client, documentation, and overall supervision of safety management.

2. Responsibilities and Duties



2.1 Safety Planning and Compliance



a. Develop and oversee the implementation of a comprehensive safety management system for the project.Ensure compliance with local and national safety regulations (BOCW, CPWD Safety code and applicable) and IS standards.

b. Conduct Project Specific Risk Assessments (PSRA) and provide guidance to contractors on control measures.

c. Review and approve contractor safety plans and method statements for implementation at site.

d. Ensure that project safety objectives align with customer expectations outlined in the General Conditions of the Contract within the awarded Tender Document for the respective Contractor.Implementing and ensuring safe work procedure at construction site.

2.2 Monitoring and Supervision



a. Conduct regular site safety visit, inspections, and audits to monitor contractor compliance.

b. Identify unsafe conditions and practices, recommend corrective actions, and ensure follow-up.

c. Ensure proper implementation of fall protection systems, work at height safety, and scaffolding standards.

d. Monitor material handling, confined space entry, lifting operations, and other high-risk activities.

2.3 Training and Guidance



a. Provide guidance and assistance to contractors on safety best practices.

b. Organize safety orientation and awareness programs for all project contractor.

c. Conduct regular safety workshops, toolbox talks, and refresher training.

d. Guide contractors in implementing emergency response and fire safety plans.

2.4 Emergency Preparedness and Response



a. Review and monitor site-specific emergency response plans (ERP) prepared by contractors.

b. Ensure periodic fire drills, mock drills, and rescue exercises are conducted.

c. Verify the adequacy and functionality of firefighting and first aid equipment.

2.5 Incident Investigation and Reporting



a. Ensure all accidents, near misses, and dangerous occurrences are properly reported and investigated.

b. Conduct root cause analysis and recommend corrective and preventive actions (CAPA).

c. Maintain detailed records of safety incidents and report findings to the customer.

2.6 Contractor Safety Compliance and Coordination



a. Ensure contractors adhere to approved project safety requirements.

b. Conduct periodic evaluations of contractor safety performance.

c. Guide contractors on work permit systems and high-risk activity compliance.

d. Report safety violations and escalate issues to the customer for necessary action.

2.7 Documentation and Record-Keeping



a. Maintain project safety documentation, including inspection reports, risk assessments, and safety logs.

b. Ensure proper documentation of safety permits (hot work, confined space, work at height, etc.).

c. Develop and update safety standard operating procedures (SOPs) and checklists.

d. Provide periodic safety reports and HSE Statistics to the customer.

2.8 Stakeholder Coordination and Reporting



a. Act as the primary safety liaison between the employer and contractors.

b. Provide regular safety performance updates and recommendations to the customer.

c. Participate in progress review meetings and provide expert safety input.

3. Key Performance Indicators (KPIs)



a. Reduction in the number of accidents, near misses, and lost-time incidents (LTIs).

b. Contractor compliance with safety inspections, audits, and corrective actions.

c. Number of safety trainings and guidance sessions conducted.

d. Effectiveness of emergency response drills and safety programs.

e. Timely completion of incident investigations and implementation of corrective actions.

f. Quality and completeness of safety documentation and reporting to the customer.
