The HR Manager - Contract Labour Relations will be responsible for managing all aspects of contract workforce engagement, compliance, and industrial relations across the organization. The role involves ensuring adherence to labour laws, maintaining harmonious relationships with contractors, unions, and government authorities, and implementing fair labour practices that align with company policies and statutory requirements.
Key Responsibilities:Contract Labour Management
Oversee the engagement, deployment, and management of contract labour across all sites and departments.
Ensure contractors comply with all statutory provisions under the Contract Labour (Regulation & Abolition) Act and related labour laws.
Verify and maintain contractor documentation (licenses, PF, ESI, wage records, etc.).
Conduct periodic audits of contractor records and workforce practices.
Monitor manpower planning and optimize utilization of contract workers.
Compliance & Legal Management
Ensure 100% compliance with labour laws--PF, ESI, Minimum Wages, Payment of Bonus, Gratuity, and related statutes.
Liaise with labour authorities and handle inspections, audits, and legal notices.
Maintain and update statutory registers, returns, and compliance reports.
Support legal teams in handling disputes or cases related to contract labour.
Industrial & Employee Relations
Build and maintain healthy relations between management, contractors, and labour unions.
Address grievances of contract workers and ensure timely resolution.
Participate in negotiations and discussions with union representatives when required.
Promote a culture of transparency, discipline, and mutual respect among all workforce levels.
Policy & Process Implementation
Develop and implement HR policies and SOPs for contract labour engagement.
Conduct regular training for contractors and supervisors on compliance and ethical workforce practices.
Monitor adherence to company safety and workplace standards by contract labour.
Support audits and sustainability initiatives related to labour management.
Data Management & Reporting
Maintain updated databases on contract workforce numbers, contractor details, and compliance status.
Prepare periodic MIS reports on labour utilization, cost analysis, and compliance performance.
Present insights and recommendations to management on labour cost optimization and risk management.
Qualifications & Experience:
Education:
MBA / PGDM in Human Resources, MSW (Master of Social Work), or equivalent.
Experience:
7-12 years of HR/IR experience, with a strong focus on
contract labour management
in manufacturing, construction, infrastructure, or large-scale service industries.
In-depth knowledge of labour laws, statutory compliances, and industrial relations practices.
Proven experience in dealing with government departments and labour inspectors.
Excellent negotiation, documentation, and people management skills.
