1. Position Overview
The HR & Admin Officer will be responsible for managing all site-level Human Resources and Administrative functions for the Pipeline Project at Paradeep. This includes Administration, Emeployee welfare, manpower management, statutory compliance, employee relations, camp administration, logistics support, documentation, and coordination with the corporate HR team.
2. Key Responsibilities
A. Human Resources Management
Manage end-to-end recruitment for site-level positions (skilled/unskilled manpower, staff, subcontractor onboarding).
Maintain updated manpower deployment records, daily manpower reports, and skill matrices.
Conduct employee orientations, issue ID cards, maintain personnel files, and track contract renewals.
Manage attendance, leave records, shift schedules, and site rosters.
Process payroll inputs such as timesheets, overtime details, and deductions.
Address employee grievances and promote positive employee relations.
B. Statutory Compliance
Ensure compliance with local labour laws and project-specific statutory requirements.
Maintain documentation for Labour License, CLRA, BOCW, ESI, PF, Wage Registers, Form XIII, Form XIV, etc.
Liaise with government authorities, labour inspectors, and ensure audit readiness.
Conduct contractor compliance checks and maintain subcontractor statutory documents.
C. Administration & Site Support
Oversee camp management, canteen operations, housekeeping, transport, and facility upkeep.
Manage site-level logistics such as vehicle arrangements, material movement coordination, guest accommodation, and travel arrangements.
Maintain office documentation, procurement of stationery, and administrative supplies.
Ensure security management and coordination with security personnel.
Support project teams with document preparation, filing, and coordination.
D. Coordination & Reporting
Act as the point of contact between the site and corporate HR/Admin teams.
Prepare monthly HR MIS reports, attrition reports, and site administration expense summaries.
Attend coordination meetings with Project Manager, Site Engineers, Safety, and QA/QC teams.
Support mobilization and demobilization activities for project phases.
3. Qualifications & SkillsEducation
Bachelor's Degree in HR/Management/Administration.
MBA in HR preferred.
Experience
3-7 years
of experience in HR & Admin, preferably in
pipeline, EPC, refinery, petrochemical, or construction project sites
.
Strong knowledge of statutory compliance & labour management for site operations.
The candidate must be local or having fare knowledge and experience with the location and immediate joiner.
