Location: Head Office / Project Sites (as applicable)
Role Overview:
The
HOD - Contractual Billing
will be responsible for complete
contractual billing, quantity analysis, quality compliance, and certification
for EPCC projects involving
composite civil and electrical works
. The role demands deep exposure to
government billing systems
, strong contractual understanding, inter-disciplinary coordination, and the ability to develop robust systems for private sector EPC projects.
Key Responsibilities:
Contractual Billing & Quantity Management
Head and control
end-to-end contractual billing
for all projects (Civil & Electrical).
Perform detailed
quantity take-off, quantity analysis, reconciliation, and variation analysis
based on drawings, BOQs, and specifications.
Ensure accurate preparation and submission of
RA Bills, Final Bills, Deviation Statements, Extra Item Statements, and Claims
.
Validate measurements through
MBs, Joint Measurements, DPRs, and site records
.
Ensure alignment of billed quantities with
approved drawings, contracts, and physical progress
.
Composite Works (Civil & Electrical) Billing
Oversee billing for
integrated EPCC works
, including civil structures, foundations, buildings, and associated electrical works such as electrification, cabling, lighting, power systems, and installations.
Ensure proper segregation and consolidation of
civil and electrical bill components
as per contract requirements.
Coordinate with civil and electrical execution teams to ensure accurate quantity certification.
Government Project Compliance (Railways & State Departments)
Ensure compliance with
Indian Railways and State Government billing formats, procedures, and contractual conditions
.
Coordinate with client engineers, consultants, and authorities for bill verification and certification.
Support audits, inspections, and financial verifications by client and statutory authorities.
Quality Control Interface
Ensure billing is supported by
quality compliance and approvals
.
Coordinate with QA/QC teams to confirm that works billed have passed
inspection, testing, and acceptance criteria
.
Review test reports, inspection records, approvals, and compliance documents linked to billing.
Address billing rejections arising from quality or specification non-conformance.
Contract Administration & Commercial Control
Interpret contract clauses related to
billing, payment terms, variations, escalation, liquidated damages, and claims
.
Manage contractual correspondence related to billing, deviations, and claims.
Support recovery of dues and resolution of billing disputes.
Monitor billing progress versus cash flow requirements.
Private Sector Expansion Support
Develop streamlined
billing, quantity control, and quality-linked payment systems
for private EPC projects.
Introduce efficient measurement, documentation, and certification practices aligned with private client expectations.
Support pre-bid and pre-construction planning with inputs on billing methodology and quantity risk.
Coordination & Leadership
Coordinate with
Project Execution, Planning, QA/QC, Electrical, Civil, Contracts, and Finance teams
.
Lead, mentor, and manage
billing engineers, quantity surveyors, and contractual staff
.
Ensure timely billing to support
cash flow and working capital optimization
.
Reporting & MIS
Prepare and present
MIS reports
on billing status, certified values, pending approvals, deviations, and claims.
Identify billing risks and implement corrective measures to avoid delays or revenue loss.
Key Skills & Competencies:
Strong expertise in
contractual billing and quantity analysis for composite EPCC works
In-depth understanding of
civil and electrical BOQs, drawings, and specifications
Sound knowledge of
government contract conditions and billing procedures
Strong coordination between
execution, quality, and commercial functions
