Position: Head of Department (HOD) - Civil Billing & QA/QC
Industry: EPCC / Infrastructure / Construction
Experience: 12 to 15 Years (Construction / Infrastructure Projects)
Location: Head Office / Project Sites (as applicable)
Role Overview:
The
HOD - Civil Billing & QA/QC
will be responsible for overseeing end-to-end
civil billing, measurement, certification, and quality assurance/quality control
functions across multiple EPCC projects. The role requires strong expertise in
Railway and State Government billing procedures
, quality standards, contractual compliance, and systems development to support growth in private sector projects.
Key Responsibilities:
Civil Billing & Measurement
Head and manage
civil billing activities
for all projects, ensuring accuracy and timeliness.
Ensure proper
measurement recording (MBs), RA bills, final bills, and reconciliation
with BOQs and contracts.
Review and certify contractor and subcontractor bills in coordination with project teams.
Handle
variation items, extra items, deviations, escalation, and claims
as per contract provisions.
Coordinate with client representatives (Railways / State Departments / Consultants) for bill certification and approvals.
Ensure compliance with
contract conditions, billing formats, and audit requirements
.
Government Projects Compliance
Ensure adherence to
Indian Railways and State Government billing norms, specifications, and procedures
.
Support audits, inspections, and verification by client authorities and internal auditors.
Maintain proper documentation for statutory, contractual, and client-specific requirements.
QA/QC Management
Establish, implement, and monitor
Quality Assurance & Quality Control systems
across projects.
Ensure execution of works as per
approved drawings, specifications, codes, and standards
.
Review and approve
Inspection & Test Plans (ITPs), Method Statements, and Quality Control Procedures
.
Ensure proper testing of materials, workmanship, and processes through approved laboratories.
Maintain quality records, test results, inspection reports, and non-conformance reports (NCRs).
Lead corrective and preventive actions to address quality issues.
Coordination & Integration
Coordinate closely with
Project Execution, Planning, Procurement, Contracts, and Finance teams
.
Align billing progress with physical progress and project schedules.
Support timely client billing to improve
cash flow and working capital management
.
Private Sector Expansion Support
Develop streamlined
billing and QA/QC systems
suitable for private sector EPC projects.
Introduce best practices, digital measurement systems, and efficient quality management processes.
Support pre-bid and pre-construction inputs related to billing methodology and quality planning.
Leadership & Reporting
Lead, mentor, and manage
billing engineers, QA/QC engineers, and site teams
.
Prepare and present
MIS reports
related to billing status, quality performance, audits, and risks.
Identify risks related to billing delays, rejections, or quality non-compliance and implement mitigation measures.
Key Skills & Competencies:
Strong expertise in
civil billing, measurement, and contract administration
In-depth knowledge of
Indian Railways and State Government QA/QC and billing procedures
Sound understanding of
BOQs, specifications, drawings, and construction contracts
Strong analytical, documentation, and audit-handling skills
Leadership and multi-project management abilities
Proficiency in
MS Excel, ERP systems, billing software, and MIS reporting
Strong communication and coordination skills
Educational Qualifications:
Bachelor's degree in
Civil Engineering
(mandatory)
Postgraduate qualification in
Construction Management / Quality Management / Project Management

Job Types: Full-time, Permanent
Pay: ₹50,000.00 - ₹80,000.00 per month
