Global Functions Technology Global Functions Technology (GFT) is a diverse organization comprised of more than 15,000 talented professionals with some of the brightest minds – all working together to realize Citi’s Vision of growth and economic progress. As a group, we partner with the Finance, Risk, Compliance, and Human Resources teams to drive the delivery of innovative technology solutions using common data, analytics, and platforms. Our technology operates in real-time environments, capturing and managing market, transaction, and accounting data, as well as the data from millions of customers daily. Our solutions cover all products and geographies in which Citi does business. We are the backbone for reporting across the bank, satisfying our regulatory commitments, enabling our businesses to be nimbler and helping to safeguard customer assets through highly effective controls. We are seeking a Technology Risk & Control Lead to join our Global Risk and Control team in GFT’s Finance Controls and Resource Management. The Technology Risk and Control Lead is responsible for executing a book of work related to proactive controls testing, monitoring and investigations and executing formal risk governance routines within the Front Line/First Line of Defense. This team enables the internal identification, escalation and debate of thematic and localized control gaps, weaknesses and other risk concerns. Responsibilities

• Proactively monitor the Operational and IT Risks for applications within scope, in line with Citi defined Risk & Control framework
• Liaise with tech leads, internal and external teams to ensure risks commitments are delivered on-time, and articulate to senior management
• Proactively contribute to improvement of governance structure to strengthen R&C
• Audit management – liaise with tech leads and Internal/External audit teams for successful and on-time audits
• Lead escalations as appropriate within different groups to resolve conflicts
• Perform internal control reviews in advance of 2nd/3rd line engagements
• Utilizing historical issue analysis and metrics to identify opportunities for additional investigation and testing opportunities
• Identifying thematic or specific control gaps and partnering to develop action plans to drive risk mitigation and remediation.
• Monitor, analyze and summarize policy changes and new control requirements
• Perform policy change impact assessments and determine adherence status and identify further actions
• Driving risk culture and governance across a large technology organization.
• Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets, by driving compliance with applicable laws, rules, and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior.
• Managing risk appetite metrics to monitor control performance and/or successful delivery of mitigating actions

Qualifications

• 15+ years' experience overseeing, developing, implementing, or testing controls within 1st, 2nd, or 3rd line risk management
• Good understanding of IT General Controls is key
• As the role is quite hands-on, it is important the candidate is able to put on multiple hats, able to provide a credible challenge to tech leads
• Candidate must come from Tech background
• Exposure to working with/contributing to audit requests
• Solid experience managing different types/levels of software projects, in enterprise environment (preferably Banking/Financial Services)
• Experience leading analytical teams; leading teams with broad accountability in a complex environment
• Experience in issue management and audit coordination
• Ability to work effectively in a cross-functional organization
• Ability to balance strategic priorities with tactical actions
• Proven track record and accountability in making quick decision that have an immediate impact on business financials
• Excellent communication skills required to negotiate internally, often at a senior level

Education:

• Bachelor's degree/University degree or equivalent experience
• Master's degree preferred
