Job Title: GEM Specialist

Job Summary:



The

GEM Specialist

is responsible for effectively managing the company's presence on the Government e-Marketplace (GEM) portal. This role involves strategic planning, tender management, compliance monitoring, and market analysis to drive sales and business growth through government procurement channels. The specialist will act as the primary point of contact for all GEM-related activities, ensuring that the company is well-positioned to maximize opportunities within the public procurement sector while adhering to GEM guidelines and best practices.

Key Responsibilities:



GEM Portal Management:



Strategically manage and optimize the company's profile on the GEM portal, ensuring visibility and alignment with current market offerings. Regularly update product/service catalogs with accurate descriptions, pricing, and relevant documentation. Implement product categorization and tagging to enhance discoverability by government buyers. Monitor and manage vendor ratings, ensuring positive feedback and prompt issue resolution. Handle product/service listing approvals, amendments, and status monitoring to ensure compliance with GEM guidelines.

Tender Management:



Conduct daily monitoring of tenders, bids, and contract opportunities on the GEM portal. Analyze tender requirements, eligibility criteria, and submission deadlines to align with company capabilities. Coordinate with internal departments (Finance, Operations, Legal) to gather necessary documents and data for tender submissions. Prepare and submit competitive bids, proposals, and quotations that adhere to GEM regulations. Follow up on submitted tenders, track progress, and provide timely updates to management. Negotiate contract terms with government buyers, ensuring alignment with company policies and financial objectives.

Compliance & Documentation:



Maintain comprehensive records of all GEM transactions, including tenders, quotations, purchase orders, and invoices. Ensure compliance with GEM's procurement policies, vendor guidelines, and regulatory frameworks. Conduct periodic audits to verify the accuracy and completeness of documentation for internal and external review. Identify potential risks related to GEM operations and implement corrective actions to mitigate them.

Relationship Management:



Establish and nurture strong relationships with government departments, procurement officers, and GEM representatives. Act as the primary point of contact for government buyers, addressing product inquiries, service clarifications, and order tracking. Respond to client queries promptly and professionally, ensuring customer satisfaction and maintaining positive vendor ratings. Coordinate with the Sales and Marketing teams to align GEM strategies with broader business objectives.

Market Analysis & Reporting:



Conduct in-depth market analysis to identify emerging procurement trends, high-demand products, and potential bidding opportunities. Monitor competitor activities on GEM and develop strategies to maintain a competitive edge. Provide detailed reports on tender performance, bid success rates, and sales metrics to management. Develop actionable insights based on procurement trends to inform product/service positioning and pricing strategies.

Training & Support:



Provide training to internal teams on GEM portal functionalities, tender management, and compliance procedures. Develop instructional materials and SOPs to guide staff in GEM operations. Assist in troubleshooting technical issues related to GEM usage, coordinating with the GEM support team as needed.

Qualifications & Requirements:



Education:

Bachelor's Degree in Business Administration, Marketing, Public Administration, or a related field.

Relevant Experience:

2-3 years of experience in GEM portal management, government sales, or e-procurement.

Technical Skills:

Proficiency in MS Office (Excel, Word, PowerPoint) and familiarity with GEM portal functionalities.

Analytical Skills:

Strong analytical capabilities with a focus on data interpretation and reporting.

Communication Skills:

Excellent written and verbal communication skills to effectively present proposals and negotiate with stakeholders.

Organizational Skills:

Strong attention to detail, time management, and ability to handle multiple projects simultaneously.

Problem-Solving Abilities:

Proactive approach to identifying and resolving potential issues related to tenders, bids, and GEM compliance.

Certifications:

GEM training or certifications (preferred but not mandatory).

Key Competencies:



Attention to detail and accuracy in documentation and reporting. Ability to work effectively under tight deadlines and handle high-pressure situations. Strong organizational and time management skills, with a focus on prioritizing key tasks. Problem-solving and decision-making capabilities to resolve complex tender-related issues. Strong interpersonal skills to effectively engage with government officials and internal teams.
