Global Village Foundation is a leading public policy think tank and research institute dedicated to strengthening governance and institutional capacity at grassroots levels. As part of its mission to drive sustainable social impact, GVF implements multiple programmes including the CMGGA Programme, a flagship fellowship initiative of the Government of Haryana. The Finance Lead will provide comprehensive financial management, budgeting, and accounting oversight to ensure transparent, compliant, and efficient use of programme resources. They will manage financial planning, fund allocation, expenditure monitoring, financial reporting, and audit compliance to support effective programme delivery and maintain stakeholder trust.
Job Roles and Responsibilities:
Oversee recruitment, selection, and onboarding with programme requirements and institutional standards.
Manage employee records, payroll processing, statutory compliance, benefits administration, and HR documentation to maintain organisational accuracy and legal compliance.
Develop and implement HR policies, performance management systems, and career development frameworks to foster an engaged, high-performing team culture.
Manage office operations including procurement, vendor management, facilities, IT infrastructure, and administrative functions across programme locations.
Handle employee grievances, conflict resolution, and disciplinary matters with fairness and confidentiality.
Maintain HR metrics, prepare workforce analytics, and provide strategic HR insights to programme leadership.
Coordinate with programme partners and government stakeholders on HR and administrative matters.
Build institutional capacity through documentation of processes, knowledge management, and succession planning.
Qualifications:
Master's degree (MBA, CA, B. Com, or related field) in Finance, Accounting, Business Administration, or Economics.
Minimum 3-5 years of relevant experience in financial management, accounting, or fund management in government, development organisations, or corporate sector.
Demonstrated expertise in budgeting, financial planning, and cost management.
Strong proficiency in accounting software and MS Excel; experience with SAP or similar ERP systems is preferred.
Sound knowledge of Indian accounting standards, GST, and statutory compliance requirements.
Proven track record of managing funds from multiple sources and preparing donor/government reports.
Excellent communication skills and ability to explain financial matters to non-finance stakeholders.
Experience in working with NGOs, development organisations, or government programmes is advantageous.
Eligibility:
Master's degree (CA/MBA/B.Com) in Finance, Accounting, or related fields.
Minimum 3-5 years of relevant financial management experience in government, development sector, or corporate organisations.
Strong knowledge of Indian accounting standards and statutory compliance.
