Position Summary
: The Estimating and Project Controls Lead will be part of a collaborative team handling cost engineering, cost estimating, and cost analysis/control activities for the M&T GBU.
Responsibilities:
  • Arranges and establishes scoping requirements for the overall cost estimate by discipline or other specialty, and arranges the timely, systematic, and complete acquisition of scope definition and related data.
  • Arranges pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to the level of confidence and identification of areas of risk.
  • Supports cost and scheduling activities.
  • Interprets and executes policy, objectives, and standards applicable to cost control and cost analysis activities.
  • Directs cost analysis and problem-solving activities and develops and executes policy objectives and standards applicable to cost analysis activities.
  • Creates and implements measurement systems for given processes, examines performance metric results, and identifies improvements. Ability to use statistical tools to assess metrics (e.g., regression, analysis of variance, correlation), and ability to assess measurement systems to identify bias, repeatability, and stability issues.

Job Knowledge:
  • Experience and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis, in the client offices and the home office. Experience and demonstrated skill in establishing criteria for Project Controls activities.
  • Skilled in providing direction, personnel administration, and training of technical and non-technical personnel.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Knowledge of current industry and technical developments.
  • Must be able to independently provide guidance, training and coaching to junior and mid-grade Cost Engineers with multiple backgrounds and experience.
  • Must have excellent communication and presentation skills to combine sound analytical cost engineering principles with the ability to summarize, reach appropriate conclusions, and implement cost containment plans.

Qualifications and Skills
Basic Qualifications:
  • Bachelor\xe2\x80\x99s degree in Engineering, Construction Management or related field required.
  • Minimum of 15 years of related work experience in project controls with an emphasis on managing overall project costs required.
  • Experience in lead cost capacity or deputy lead cost role.
  • Bechtel experience required.
