Project Summary The West Bank Rapid Response (WB RR) activity is a two-year project that seeks to improve stability in conflict affected areas, particularly in the northern West Bank. It aims to alleviate grievances, to strengthen communities\' abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas. Please note: Only West Bank residents are eligible for this position** Position Summary The Environmental Consultant will provide technical and administrative support to WB RR, including initial design and drafting of the activity-level environmental mitigation and monitoring plan (EMMP), based on USAID\'s Initial Environmental Evaluation (IEE) and USAID templates and standards. The position will be based in Ramallah with possible travel to northern West Bank, situation permitting, including Jenin, Nablus, and Tulkarem. The Consultant will closely coordinate with the Deputy Chief of Party (DCOP)-Operations and Engineer as required. Responsibilities Consult with the WB RR team, read background materials on the project and the USAID IEE, and then draft the project-level EMMP as per USAID guidelines and templates. Revise the EMMP draft in response to WB RR and USAID comments. Create activity-level EMMP templates for the activities (clean-up campaigns; light repairs and refurbishment; planting of trees, shrubs, and other beautification; light repair and refreshment of playground spaces; other areas as defined in discussion with the project team) using the template proposed in the project-level EMMP document, which is also based on USAID templates. Draft and finalize EMMPs for individual procurement and/or grant activities. Conduct environmental compliance training for staff and/or partners. Provide additional ad hoc technical assistance as related to program environmental compliance as needed. Qualifications Bachelor\'s degree in environmental engineering or relevant field required. Minimum five years of experience conducting environmental monitoring of activities implemented with USAID funding, including extensive experience developing project-level and individual activity level EMMPs according to USAID standards, required. Experience working with donor-funded projects in West Bank required. Fluency in Arabic and proficiency in written English required.
