SUMMARY
The Engagement Architect - Level III for Bhashini, under the Ministry of Electronics and Information Technology (MeitY), Government of India, will lead the design and execution of the engagement lifecycle with external organizations. This role focuses on conceptualizing proposals, inviting organizations to participate, and ensuring alignment with inter-ministerial requirements and objectives. The Engagement Architect will play a critical role in driving collaboration, ensuring compliance, and enabling impactful outcomes for Bhashini's strategic initiatives.

ROLES AND RESPONSIBILITIES
Proposal Design and Stakeholder Engagement
Develop and structure proposals by understanding inter-ministerial requirements and aligning them with the objectives of Bhashini.
Design comprehensive engagement frameworks, including RFIs, RFEs, workshops, and other platforms, to solicit participation from organizations.
Facilitate discussions with key stakeholders, including ministry representatives, CEOs, and industry leaders, to refine engagement strategies.
Invitation and Bid Management
Draft and publish proposal documents to invite organizations for participation in bidding processes.
Define and communicate evaluation criteria, ensuring clarity and alignment with project objectives.
Organize pre-bid workshops, conferences, and stakeholder meetings to address queries and build interest in participation.
Evaluation and Shortlisting
Conduct preliminary evaluations of incoming proposals against predefined criteria, ensuring compliance with government norms.
Shortlist proposals based on initial assessments and forward them for technical evaluations within the Bhashini team.
Ensure consistency, transparency, and adherence to valuation standards throughout the evaluation process.
Regulatory Compliance and Governance
Ensure all proposals and engagement activities comply with inter-ministerial guidelines, government norms, and statutory requirements.
Maintain thorough documentation of processes, evaluations, and decisions for audit and governance purposes.
Collaboration with Internal Teams
Work closely with the technical, product, and leadership teams to incorporate domain expertise into proposal design and evaluation criteria.
Provide actionable feedback and insights to improve alignment between external submissions and Bhashini's technical and strategic needs.
Continuous Improvement
Monitor and assess engagement processes to identify areas for improvement and optimize proposal design and evaluation frameworks.
Stay updated on industry trends, government policies, and best practices to enhance Bhashini's engagement strategy.
REQUIREMENTS
Bachelor's or Master's degree in Business Administration, Public Policy, or a related field; technical background is a plus.
8+ years of experience in proposal development, bid management, or stakeholder engagement, preferably in consulting or government-focused roles.
Deep understanding of government norms, inter-ministerial processes, and compliance requirements.
Exceptional written and verbal communication skills, with experience engaging with senior leadership, ministry representatives, and external organizations.
Strong project management skills, with a proven ability to manage multiple engagements and meet tight deadlines.
Proficiency in proposal tools, documentation software, and presentation tools.
Preferred Qualifications
Experience working with or within the Government of India or related public-sector projects.
Familiarity with large-scale technology initiatives or digital transformation projects, such as language and AI-focused solutions.
Certification in Proposal/Bid Management or Project Management.
