Role: District Program Manager (FLN), Uttar Pradesh
Experience: 6-8 years
Salary: Upto 12 LPA
About the role:
The District Program Manager (DPM) plays a pivotal leadership role in driving the implementation of the Foundational Literacy and Numeracy (FLN) program across all blocks of the assigned district. The DPM oversees both academic and operational aspects, ensuring program alignment with the State FLN Mission, NIPUN Bharat goals, and Samagra Shiksha priorities. The role requires strong team management, government liaison, and a commitment to improving learning outcomes.
Key Roles & Responsibilities:
1. Program Leadership and Strategic Implementation

  • Implementation Ownership: Lead and drive the full operational and academic implementation of the FLN program across all blocks in the district.
  • Team Management: Directly manage and provide high-quality support and guidance to the district team.
  • Goal Alignment: Ensure all program activities are fully aligned with the NIPUN Bharat Mission and state-specific FLN goals.
2. Government Partnership and Coordination:
  • District Administration Liaison: Build and maintain strong working relationships with key district education administration officials (e.g., CDO, BSA, DIET, BEOs).
  • Integration: Ensure the organization's program activities are seamlessly integrated into the government's planning, monitoring, and review mechanisms (e.g., Samagra Shiksha).
  • Advocacy: Represent the organization in high-level district meetings and forums, presenting program data and progress.
3. Academic and Technical Oversight:
  • Capacity Building: Oversee the implementation of teacher and teacher educator professional development programs (capacity building).
  • Quality Assurance: Monitor classroom processes and learning outcomes to ensure the fidelity and quality of academic delivery.
  • Data Utilization: Use program data and monitoring insights to course-correct strategies and enhance program impact.
4. Operational Management and Reporting:
  • Financial Oversight: Work closely with the Program Associate to manage program budget, financial compliance, and operational planning.
  • Reporting: Prepare high-quality technical and progress reports for the Project Lead and state-level stakeholders.
  • Compliance: Ensure adherence to all grant guidelines, operational procedures, and organizational policies.
Required Experience:
  • Experience: 6-8 years of experience in project management, with a preference for experience in education or government partnership programs.
  • Sector Knowledge: Experience working with the district education administration (CDO, BSA, DIET, BEOs, etc.) is essential.
  • Education: Postgraduate degree in Social Work, Education, Management, or related fields.
  • Skills:
  • Strong written and verbal communication skills in both Hindi and English.
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint) and data analysis tools.
  • Proven team management and strong interpersonal/stakeholder management skills.
